Deloitte is seeking a qualified candidate for the USAID State-Owned Enterprises Reform Activity in Ukraine (Ukraine SOERA) to serve as a Liquidation Coordinator supporting the State Property Fund of Ukraine (SPFU).
Project Background and Summary:
The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of State-Owned Enterprises (SOE, and developing a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:
- Component 1: State and Municipal Property Transfer
- Component 2: State and Municipal Property Management
- Component 3: Individual SOE/MOE Support
- Component 5: Restoration and Reconstruction
- Component 6: Direct Budget Support
Objective:
The State Property Fund of Ukraine relaunched privatization and leasing in 2022 after a hiatus due to Russian aggression. Legislation passed in 2022 and 2023 has given the SPFU the ability to begin liquidating an estimated 1200 SOEs and auctioning off what assets they have to the private sector. The SPFU requires additional support for analyzing its portfolio of SOEs subject to liquidation or bankruptcy, improving the management of its liquidation portfolio and developing restructuring solutions for SOEs in bankruptcy as well as monitoring the work of liquidators engaged by the SPFU.
Responsibilities:
- Regular analysis of the portfolio of SOEs slated for liquidation or bankruptcy to develop a yearly and quarterly schedule of enterprises to be liquidated taking into account potential revenues, regional balance, timing of liquidation procedures and availability of liquidation cost coverage, etc.
- Preparation of analysis of enterprise readiness for liquidation/bankruptcy and development of action plans for each SOE
- Monitoring and preparation of reports on liquidation/bankruptcy action plan progress
- Coordination and monitoring of liquidators assigned to individual SOEs by SPFU
- Identification of process roadblocks to liquidation/bankruptcy and proposals for their resolution
- Coordination of work of SOE, SPFU head office, SPFU regional office staff and external liquidators for each SOE
Position Requirements:
- Degree in law, degree in economics (finance) would be an advantage
- 3 years experience in a similar position
- Excellent skills in data analysis and visual (graphic) reporting (using PPT and other visual illustrating tools)
- Experience in the field of bankruptcy/liquidation, corporate governance, public property management
- Fluent Ukrainian and strong written and verbal communication skills in English
- Ability to work well in a team
- Excellent planning and time management skills
- Excellent writing skills
- Experience in technical assistance work is preferred
