Project Description 

Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021. 

In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris. 

The widespread presence of landmines, cluster munition, and other explosive remnants of war (ERW) in Ukraine pose a considerable and mounting threat. To address the emergency needs in the country, and meet long-term goals for Ukraine, UNDP is scaling-up the project interventions within Mine Action with a focus on supporting Mine Action authorities and emergency service responders. 

In this context, UNDP in Ukraine invites applications from highly qualified and experienced professionals for the post of Project Officer to work within the UNDP Mine Action project and support its programmatic offer to the Government of Ukraine.

The incumbent will promote UNDPs mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.

Scope of Work 

1. Project planning, implementation, monitoring and evaluation

  • Provide substantial inputs to project planning, implementation and monitoring, including drafting of relevant documents such as concept notes, memos, briefs, talking points, meeting debriefs, minutes;
  • Develop detailed Project Implementation Plans for project initiatives together with project Specialists and Analysts, and provide inputs to the consolidated Annual Work Plans;
  • Submit quarterly analytical M&E activity reports and provide inputs into other reporting requirements to donors and to the Mine Action Strategic Specialist and Programme Manager, ensuring Sex, Age, Disability, and Diversity perspective is systematically applied, integrated and documented in all activities;  
  • Support regular field monitoring of project activities and other monitoring and evaluation related works, including mid-term and final evaluations as well as other evaluations and assessments;
  • Recommend further improvement of the results framework, including developing monitoring and impact indicators for the project success, and capturing lessons learned and recommendations;
  • Collaborate and coordinate with other UN agencies, government agencies, donors and other organizations on monitoring and evaluation issues; 
  • Support management of project activities, including preparation of logistic and procurement actions necessary to the implementation of the activities,  monitoring and evaluation;
  • Support the Programme Manager to ensure that the Project Board meets regularly as planned and that the Project Board’s recommendations are implemented and reported;
  • Financial administration support to the Project team and constant interaction with UNDPs office;

2. Knowledge management and communication of results

  • Collect monitoring data on a regular basis and issue updates on activities in the mine action area including changes in legislation and national or regional strategies or action plans and identify emerging trends using program mapping and other available data;
  • Monitor the key interventions of the project particularly for vulnerable groups such as victims of explosive ordnance, and act as interlocutor with other UNDP projects and portfolios as required to ensure alignment and coherence across programmatic areas of support;
  • Communicate results based on corporate principles of gender-responsive communications and non-discriminatory language;  
  • Support the communication and networking with project donors and other relevant NGOs and UN agencies to generate their interest in project activities and to build synergy; 
  • In collaboration with UNDP Communications team and the Communication Assistant, and under supervision of the Mine Action Strategy Specialist, support the production and dissemination of communication products to raise the profile of the project and awareness of mine action including the drafting of communication plans, media messages, web and social media content, blogs, op-eds, case studies, factsheets, press releases and the production of videos, etc.

3. Facilitation of strategic partnerships 

  • Develop strong working relationships with national and state stakeholders, mine action institutions, CSOs and international partners; 
  • Liaise with partners and facilitate communication on project related activities including organizing joint thematic learning and networking events on mine action topics;
  • Develop and maintain close working relationships with all stakeholders to facilitate project implementation, as well as identify issues, risks, priorities, and opportunities that support effective programme implementation;
  • Liaise with and establish strong working relationships with other UN agencies and international organizations to promote a coordinated approach to the development and implementation of project activities.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the project, office and the organization.

Institutional Arrangement

Under the direct supervision of the Mine Action Strategy Specialist and the overall guidance of Programme Manager as well as Energy and Environment Portfolio Team Lead, the Project Officer provides ongoing project and administrative assistance and support to the project to ensure high quality and accuracy of work while capitalizing on new or innovative programme strategies as well as to ensure coherence of programme strategies and activities.

Experience, Knowledge, and Skills 

  • Minimum 2 years (with Bachelor’s Degree) of relevant experience, on the national or international level, in the field of administration, programme/project support or other relevant fields.  Relevant experience with Master’s degree would be desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel) and advance knowledge of spreadsheet and database packages, experience in handling web-based management systems.  
  • Familiarity with UN/UNDP procedures and protocol is an asset.  
  • Experience working in international organizations/projects is an advantage. 
  • Experience in preparation of programmatic documentation, including monitoring and evaluation activities is an asset.
  • Experience working with diverse national and international teams and across portfolios is an advantage.

Language Requirements 

  • Fluency in Ukrainian and English (both spoken and written) is required.
