This Opportunity:
The USAID/Ukraine – New Procurement and Supply Chain Reform Activity will focus on three objectives: Strengthening pharmaceutical sector resilience; Increasing pharmaceutical sector governance transparency; and, ensuring that the essential medicines system is increasingly patient-centered.
The Chief of Party will provide operational and managerial support to lead a team of pharmaceutical policy and governance, pharmaceutical financing, and supply chain management professionals to improve the Ukraine’s health system by strengthening its pharmaceutical system. The Chief of Party will have experience developing and implementing organization-wide strategies and overseeing a complex portfolio, with strong interpersonal skills to develop and manage complex relationships across numerous internal and external stakeholders, including USAID. Lastly, the Chief of Party will have experience working in Ukraine, Central and Eastern Europe, with international donors.

Reporting and Supervision:
The Chief of Party is responsible for overall administrative and technical management, including management of project-related staff.
Primary Duties and Responsibilities:
- Manage project-related personnel and support staff development
- Conduct analysis of pharmaceutical management reform efforts
- Strategic planning, including timely preparation of the annual implementation plan
- Coordinate internal and external stakeholders, such as the Deputy Chief of Party, technical advisors, and USAID
- Oversee the implementation of strategic plans and workstreams
- Manage the partnership with USAID’s Mission in Ukraine
- Establish and maintain effective relationship with government agencies of Ukraine
- Manage project-related communications with USAID, other donors, key stakeholders, civil society, the private sector, and the public
- Safeguard compliance with USAID, GOU and USG laws, regulations, policies, and procedures
Key Competencies Required:
- Master’s degree in global public health, business, supply chain management, public administration, healthcare administration, or a related field.
- Proven managerial experience overseeing various workstreams and personnel
- Demonstrated managerial experience overseeing an intricate portfolio, which includes activities pertaining to pharmaceutical management systems strengthening.
- A minimum eight-year track record of successfully implementing international development activities, preferably related to pharmaceutical management systems strengthening issues under a USG contract instrument. Senior program management experience must comprise four of these eight years.
- Previous experience working with international donors (including USAID) in Ukraine, Central and Eastern Europe,
- Demonstrated experience coordinating and collaborating with stakeholders including government agencies, host country governments and counterparts, and international donor agencies.
- Experience with global health or health supply chain programs with significant experience in one of the following areas: supply chain management, procurement, warehousing, or logistics.
- Strong interpersonal skills such as leadership, dependability, and active listening
- Fluency in English, including excellence in English writing and speaking, especially for oral presentations in English
