Annex 2 – TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: ICT Expert – Business Process Analysis and Technical Writing

  1. Duty Station of the Consultancy: Kyiv, Ukraine (Home-based)
  2. Duration of Consultancy: Three months
  3. Nature of the consultancy: Category B consultancy

Under the overall supervision of the IOM Chief of Mission, direct supervision of the Senior Project Specialist and the overall coordination and oversight of the MBG Senior Programme Officer, the Consultant will provide advisory services to the SBGS on development of the functional and technical requirements for modification and expansion of the existing tools for automation of the business processes related to staff recruitment up to new functional and technical requirements of the SBGS. The main objective of the assignment is to review the functional capacities of the existing automated recruitment tools at the SBGS, analyze the structure and established practice of recruiting candidates and their evaluation in the SBGS, and develop technical requirements for the modernization and expansion of an automated recruitment system.

  1. Project Context and Scope:

The U.S. INL funded IOM project Strengthening the Resilience and Good Governance of the State Border Guard Service (SBGS) of Ukraine aims to contribute to strengthened border security and facilitation in the current context of Ukraine through enhancing resilience and good governance within the SBGS of Ukraine. Within its Outcome 1 the project will expand and fully roll out the innovative approaches to human resource management developed within the previous IOM projects funded by U.S. INL and hand them over to the SBGS ownership ensuring sustainability of long-running results, which mostly focus on digital solutions in staff recruitment and accounting business processes.

The tasks to be performed by the Consultant are:

  1. Conduct an inspection of existing automated recruitment tools at the SBGS, their structure and functional capacities through review of software interfaces and user manuals.
  2. Conduct interviews with relevant SBGS officers to determine the needs in automation of their recruitment business processes as well as expansion and modernization of automated business processes in the automated recruitment system.
  3. Conduct interviews with relevant SBGS officers to clarify the technical requirements to system modification and expansion.
  4. Develop a document containing the technical requirements for the modified and expanded system, which should include functional and non-functional requirements, etc. The functional requirements should contain the logical structure of the software’s required functional capacities elaborated in functional blocks/modules. The technical requirements must be developed taking into account the functionality of the existing system and the requests for further development of the functionality from the SBGS.
  5. To provide other relevant advisory on optimization of recruitment business to be automated at the SBGS.
  6. To participate in the SBGS-IOM Project Working Group meetings for gathering requirements and presenting the documents developed.
  7. Perform any other duties as may be assigned.

  1. Performance indicators for the evaluation of results
  • Interim document containing description of current functional and technical capacity for automated recruitment business processes developed in Ukrainian and approved.
  • Interim document containing functional requirements for recruitment business process automation developed in Ukrainian and approved.
  • Technical Requirements for modification and expansion of the system containing functional and non-functional requirements developed in Ukrainian and approved – at least 40 pages.
  • The approved Technical Requirements for modification and expansion of the system containing functional and non-functional requirements translated to English – at least 40 pages.

The documents will be collectively reviewed by the Senior Project Specialist, IOM ICT experts and SBGS Administration profile experts.

  1. Education, Experience and/or skills required
  • higher technical education; Bachelor Degree or higher;
  • a clear understanding of the principles and features of software development methodologies;
  • advanced knowledge of business analysis techniques;
  • experience in business processes optimization and modelling;
  • at least five years of experience in the IT industry, particularly in technical documentation development;
  • substantial experience of communication with representatives of the customer;
  • knowledge of the features of the business domain in the field of governmental services (desirable);
  • knowledge of the features of the national regulations on data protection and procedures of its certification;
  • knowledge of existing practices on government business process automation;
  • fluency in Ukrainian;
  • fluency in English (desirable).
