POSITION SUMMARY

Freedom House seeks a Program Officer to serve as its Ukraine field office’s human rights expert, advocate, and liaison with partners, activists, journalists, and human rights defenders across Ukraine. The Program Officer will play an important role in identifying advocacy and campaigning opportunities, helping Freedom House manage key relationships, supporting Ukrainian civic activists and organizations, and communicating our goals and positions to the media and the public. The position calls for an experienced democracy assistance professional ready to take on a diverse array of human rights issues, including Freedom House’s work in support of the human rights of LGBTQI+ people and other marginalized communities, and advocating for expansive freedom of expression in Ukraine.

The Program Officer is a full-time position based in Kyiv, Ukraine and will report to the Ukraine Program Director. Freedom House will not sponsor residency or work permits for this position, therefore only applicants with the legal right to live and work in Ukraine will be considered. Freedom House will not sponsor relocation to Ukraine and strongly encourages eligible candidates who are currently located inside the country to apply.

PRINCIPAL DUTIES & RESPONSIBILITIES

  • Conduct advocacy and communications related to human rights and democracy
    • Monitor and follow developments in human rights and democracy in Ukraine, understand key issues relevant to Freedom House and its work, and identify opportunities for Freedom House to support and shape these developments.
    • Deliver effective and timely communication of Freedom House’s activities to stakeholders and the general public through the media, social media, and events in coordination with other Ukraine program staff.
    • Develop and maintain strong relationships with relevant Ukrainian civic leaders, policymakers, government officials, and local authorities.
    • Devise and implement advocacy activities supporting the human rights of LGBTQI+ people in Ukraine.
    • Organize advocacy events and activities with Kyiv-based and regional groups in Ukraine, and liaise with other NGOs where appropriate in their design and preparation
    • Represent Freedom House in meetings with high-profile policymakers, practitioners, think tanks, academic partners, the media, civil society, and the public.
  • Manage programming on LGBTQI+ rights and inclusion 
    • Manage day-to-day project implementation to ensure timely progress and sound financial health of the project.
    • Write regular activity and project progress reports in English.
    • Create and review project and activity-specific budgets.
    • Maintain regular contact with LGBTQI+ rights partners to provide support, assess emerging needs, and develop joint initiatives.
    • Identify and support allies for LGBTQI+ human rights initiatives in the regions of Ukraine, including through developing and leading a human rights education program for LGBTQI+ allies.
  • Lead program and advocacy activities on freedom of expression (FOE) in Ukraine
    • Design and lead activities that bolster capacity and resource mobilization to protect FOE among civil society, human rights defenders, journalists, and the artistic community.
    • Monitor and identify threats to FOE; work collaboratively with civil society and journalists to raise the awareness of local and national Ukrainian government and the broader public to the emerging and persistent threats.
    • Convene and foster civil society’s engagement with national government officials to develop policy proposals on FOE issues based on international standards.
  • Foster and expand in-country partnerships and networks
    • Work closely with existing partners while cultivating new partnerships in support of Freedom House’s advocacy and program goals.
    • Support program partners in their advocacy work and facilitate cross-sectoral and cross-regional joint initiatives.
    • Assist Freedom House staff in designing project approaches and producing new proposals, including through identifying potential partners and activities in Ukraine.

QUALIFICATIONS:

Education:

  • Bachelor’s degree or equivalent required (preferred fields: Human Rights, International Relations, Law, Journalism, Public Communications, Nonprofit Management, Public Administration, or similar)
  • Master’s degree or equivalent preferred

Experience:

  • At least four years’ experience in human rights advocacy, research, or activity implementation.
  • At least two years of experience in managing multi-year, multi-stakeholder initiatives and projects with distributed teams, both online and offline.
  • Experience in developing and/or managing informal human rights education programs is a plus.

Technical Skills and Abilities:

  • Strong ability to communicate effectively in English, both verbally and in writing.
  • Professional fluency in Ukrainian both verbally and in writing.
  • Strong knowledge of human rights principles and mechanisms and understanding of democracy promotion.
  • Specific, significant, and recognized thematic expertise in a human rights theme relevant to Freedom House’s work – preferably, FOE, protecting the rights of vulnerable or marginalized populations, and advocacy planning and management.
  • Demonstrated ability initiate, facilitate, nurture, and expand networks of like-minded professionals and/or organizations focused on common goals.
  • Strong ability to navigate conflicting interpersonal and organization priorities in coalitions; demonstrated ability to articulate and consistently execute a thoughtful approach to conflict management.
  • Demonstrated knowledge of key principles of trauma-aware interpersonal communication and project implementation.
  • Knowledge of basic accounting principles and grant-related compliance requirements. Familiarity with U.S. government grant requirements is a plus.
  • Advanced skills in MS Office Suite applications, particularly Word, Excel, and PowerPoint. Other relevant software skills a plus.
  • Demonstrated experience in using communication protocols and tools.
  • Ability to coordinate travel logistics, meetings, and the use of conference facilities.
