Position Title: Training & Monitoring Evaluation and Learning (MEL) Coordinator
Target Start Date: February 1, 2024
Position Type: Fulltime (7.5 hours per day)
The Police Stabilization Project (PSP) is a $4.9 million (CAD$) project funded by Global Affairs Canada through its Peace and Stabilization Operations Program (PSOPs) and implemented by Alinea International as part of its ongoing work to support policing operations and training in Ukraine since 2015. The main goal of the project is to strengthen the capacity of the National Police of Ukraine (NPU) and the Ministry of Internal Affairs (MOIA) to effectively respond to new demands and responsibilities in the context of the ongoing war with Russia.
Within all project components, several training and learning events will be organized to build the capacity and skills of Ukrainian police officers, NGO partners and other stakeholders, as well as forge partnerships to address local public safety issues. Within all project components, there will also be a need to develop robust indicators and monitor progress towards results as part of reporting efforts.
Accordingly, the Training and monitoring, evaluation and learning (MEL) Coordinator will be a member of the project team and will have the following responsibilities:
- develop and maintain a master calendar of all project training and learning events within all components and in coordination with local stakeholders and donor partners;
- support project component leads in the organization and facilitation of training events (both online and in-person), including agenda development, development/distribution of supporting materials, logistics and follow-up monitoring of results;
- provide updates and information to support donor coordination of training for police to help determine trends, overlaps and potential gaps;
- contribute to the design of the project monitoring and evaluation system, including indicators and data collection tools to capture measurable results from all project activities;
- collection and maintenance all performance data related to all project activities and provide period updates on the status toward achieving results within each component; and
- complete semi-annual M&E reports
Required Qualifications:
In order to be considered for this position, potential applicants should have a combination of the following skills and experience:
- a university degree in social science, economy, international relations, statistics or related field;
- a minimum of three years of experience in MEL and managing training programs;
- ability to work with international partners and officials;
- experience in field survey/data collection techniques, data entry, data verification, analysis, and reporting;
- experience working with NGOs and Ukrainian government officials and partners in organizing learning events, workshops both virtually and in-person;
- ability to work both independently and within a team environment;
- fluency in English and Ukrainian;
- previous experience in law enforcement and public safety reform an advantage.
The Training and MEL Coordinator will report to the Field Project Director as well as the Deputy Project Director and work closely with all component leads on related training/learning events. The individual will also work closely with the Canada-based Project Director.
The duration of the contract is from February 1 – November 31, 2024, but is subject to review every six (6) months.
