Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the Programme “Special Assistance Program in Ukraine / EU4ResilientRegions” to fill the position:
Project Advisor (full-time, Kyiv)
(internal SAP code: Management Advice Advisor)
Since the start of Russia’s war of aggression against Ukraine in February 2022, the communities in the north, east and south of Ukraine have been particularly affected – some have suffered severe damage, while others were temporarily occupied. More than 14 million people have been forced to flee their homes. Around seven million internally displaced people have settled in safe areas of Ukraine. The host communities’ capacities urgently have to be improved so that they can meet people’s needs.
Activities under the Special Assistance Programme Ukraine have been adapted accordingly to assist partners with crisis management, promoting mental health, and delivering psychosocial support.
Governmental and non-governmental institutions in selected communities in Ukraine are delivering needs-based services to meet people’s essential needs and protect the population.
The programme is focused on empowering local social, health care and administrative institutions to improve access to and the quality of services in line with the public’s needs. To this end, it organises training for medical, social and administrative personnel on a wide range of topics.
To promote closer links and mutual support between civil society stakeholders, the programme provides essential technical equipment for public spaces in the partner communities. These spaces facilitate self-organisation among internally displaced people in particular.
The programme offers emergency assistance to partner communities, including equipment to allow them to help internally displaced people, such as generators, heaters and other goods. Modular solutions enable the communities to develop their social and health care capacities and provide temporary housing for internally displaced people.
Tasks:
Advising the partner institution(s)
The Advisor
- plans and monitors the development and implementation of project activities in close consultation with counterparts;
- contributes to preparing and implementing the coordination process, joint project activities and work at the regional level as well as in the partner municipalities;
- deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project area of activity;
- develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives;
- assists the project with all organisational and management issues;
- helps identify the needs of partner institutions and NGOs;
- participates in formulating project action plans and helps synchronise the planning and budgeting system and counterparts;
- is jointly responsible with the partner institution for preparing, implementing and documenting training events, workshops, forums, team meetings and other project activities;
- is responsible for controlling expenses for project activities in accordance with the prevailing provisions.
Networking and cooperation
The Advisor
- supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships;
- communicates local interests and efforts, forwards these and encourages/supports sharing ideas and information for the benefit of the project/programme;
- cooperates with national and international experts;
- ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc.
Knowledge management
The Advisor
- ensures knowledge transfer of project/programme information to the knowledge management system;
- develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures;
- draws up reports and presentation documents;
- prepares appropriate input for various project reports including annual reports, and contributes to the other reports required by the project director and GIZ Head Office;
- assists with research activities and studies on political issues which benefit joint programmes.
Coordination tasks
The Advisor
- assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation;
- coordinates relevant project activities in consultation with the project director and in cooperation with the partners, both as regards implementation and preparing organisational aspects;
- compiles the relevant information for joint activities and assignments;
- handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting);
- performs other duties and tasks at the request of management.
Required qualifications, competences and experience:
Qualifications
- masters/MSc in an area that is related to the project/programme objectives, with a focus on a relevant field;
- skills in process and project management;
Professional experience
- at least 5 years’ professional experience in a comparable position.
Other knowledge, additional competences
- very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Outlook, MS Office, tools for online collaboration (such as MS Teams/Zoom), and cloud-based information and document management);
- fluent written and oral knowledge of English, native speaker of Ukrainian;
- willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

Employment conditions
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration is until the end of December 2024.
