BACKGROUND
Under the guidance and direct supervision of Head of Programme and Operations and overall supervision of the Head of Mission, the Information Management Officer supports management of information and data, which are geared to foster the promotion and the protection of human rights in Ukraine.
KEY DUTIES AND RESPONSABILITIES
- Supports the design and development, and manages the content of databases, spreadsheets, and other data tools; documents and ensures the quality of high-value human rights data for accuracy, consistency, and comparability; supports the consolidation of operational information on a regular schedule to support analysis.
- Develops standard operating procedures for staff on creating and using human rights data; trains staff on these procedures; and performs quality assurance regarding the data entry done by staff;
- Supports the evaluation and analysis of datasets through meaningful statistical techniques; participates in the development and revision of data standards. Supports secondary data reviews; supports the management of platforms and tools that support data collection and analysis such as ActivityInfo, KoBo Toolbox and Open Data Kit (ODK).
- Assists in the production and updating of information products such as dashboards, reports, charts, and infographics by turning data into graphical products to convey messages and a storyline; develops advocacy materials including posters, presentations, and other visual materials; supports the production and updating of high-quality map products and online services.
- Manages content on relevant web platforms, undertakes quality control for the platform and ensures content is current, comprehensive and follows relevant metadata standards; works with external counterparts on related web platforms and OHCHR managed platforms to facilitate cross-site search and interoperability.
- Evaluates adequacy of existing records management and reference tools. Implements new technologies in information management to ensure that tools developed for efficient access to information are accessible to staff throughout the Organization.
- Assists in programme administration, including provision of assistance to or supervision of contractual employees and General Service staff, formulation of consultant and institutional contracts and subsequent implementation, development of the programme budget, etc.
- Performs other related duties, as required.

QUALIFICATIONS
Education:
- Advanced university degree (Master’s degree or equivalent) in information management, information systems, social sciences or related field.
OR
- a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience, Knowledge, and Skills:
- A minimum of 2 years of progressively responsible experience in information management, information systems, web management, data management, geographic information systems and mapping, data visualization, or other related area, is required.
- Advanced knowledge of ActivityInfo, Microsoft Excel, Power Query and Power BI, and proficiency in the use of GIS software (QGIS and/or ArcGIS) and Adobe Illustrator is desirable. Also desirable is experience with KoBo and/or Open Data Kit.
- Experience managing information in a human rights context or complex emergencies is desirable.
- Relevant experience within the UN system or an international organisation is desirable.
Language Requirements:
- Fluency in oral and written English and Ukrainian is required. Knowledge of Russian is desirable.
