Background

Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.

The complex humanitarian, development and peace challenges underscore the importance of programming that responds to the multiple dimensions of the crisis. UNDP launched its Resilience Building and Recovery (RBR) framework for Ukraine on 11 April 2022 to immediately respond to the development and humanitarian challenges. The overall objective is to preserve development gains in Ukraine, mitigating risks of descent into a governance and service delivery crisis, embedding activities for recovery from the onset of the humanitarian effort, and facilitating a swift return to development pathways and processes for national attainment of the SDGs.

The Recovery and Peacebuilding projects (the Projects) implemented within Inclusive Development, Recovery and Peacebuilding (IDRPB) Portfolio are an integral part of UNDP’s offer via the RBR framework. The Projects support the economic recovery of war-torn communities, further accelerating the decentralization and health-care reforms in these regions, and strengthening community security and social cohesion in target communities. After the large-scale Russian invasion began on 24 February 2022, the Projects expanded their activities to the most war-affected oblasts of Ukraine, located primarily in the east and south of Ukraine. 
Based on previous experience and to support the strengthened resilience and early recovery of war-affected communities in the selected target areas of Ukraine, UNDP and the European Union, a long-term partner (including for UNDP’s programme in the east), have in parallel launched the “EU4Recovery – Empowering Communities in Ukraine” (EU4Recovery) project, which will ensure a multiplier effect by further expanding key interventions mentioned above. EU4Recovery interventions are grouped under the following key objectives:

• Target communities have increased access to quality public services that respond to the needs of all population groups, with a particular focus on the most vulnerable.
• Community security is enhanced, and the social fabric is maintained in project target areas.

EU4Recovery is being implemented via an area-based approach, whereby the synergies to be extracted from a multi-sectoral approach have maximum impact on the lives of individuals at community level.

In this context, UNDP is recruiting the Procurement Analyst, who will ensure administration, transparent and efficient provision of procurement services and processes of the indicated Projects as an integral part of IDRPB Portfolio.

The Procurement Analyst is responsible for effective delivery of procurement services, consistent with UNDP rules and regulations, to support implementation of the Projects and programmatic goals.

The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance to discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.

Duties and Responsibilities

1)     Ensures implementation of operational strategies of the Projects through:

  • Full compliance of IDRPB procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control.

2)     Supports procurement processes of the Projects through:

  • Faciliating the programme staff in preparation of procurement plans for the portfolio and projects and their implementation monitoring.
  • Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations. 
  • Preparation of Purchase orders and contracts in and outside Quantum, preparation of Recurring Purchase orders for contracting of services, vendors’ creation in Quantum. Buyers profile in Quantum.
  • Preparation of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
  • Providing inputs to reports on procurement in the CO. 
  • Serving as a secretary of the tender procurement processes of the Projects’ procurement activities including: prepare all procurement documents, distribute and present relevant documentation to the members of the committee; coordinate procurement evaluation committee meetings; prepare procurement evaluation committee reports as well as maintain records of all documentation and reports.
  • Support with drafting  Terms of Reference (TOR)/technical specifications/Statement of Work (SOW) according to UNDP regulations, required evaluation criteria and scoring and provide procurement related inputs before PU CO clearance.
  • Implementation of e-tendering practices.
  • Playing leading role in analysis and administration of procurement cases of the Projects in the online Procurement Plan to ensure accuracy and completeness of the information represented at Sharepoint.
  • Implementation and maintenance of the new Share-point online archiving tool of procurement activities of the Projects to record and archive the electronic documents.
  • Review and clearance of documents related to Micro-purchase Canvass procedure.

3)     Ensures implementation of sourcing strategy through:

  • Constribute to conducting market research for the procurement cases of the relevant Projects.
  • Support in management of e-procurement module as may be applicable. 

4)     Ensures facilitation of knowledge building and knowledge sharing in the CO through:

  • Providing procurement related guidance to the Projects, in close cooperation with CO Procurement Unit.
  • Synthesis of lessons learnt and best practices in procurement implemented in the Projects procurement processes.
  • Sound contributtion to knowledge networks and communities of practice.

 

Under the direct supervision of EU4Recovery / RPP Procurement Specialist, the Procurement Analyst will be responsible for procurement issues. S/he will ensure administration, transparent and efficient provision of procurement services and processes of EU4Recovery the Recovery and Peacebuilding projects.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Procurement, Logistics, Management, Economics, Law, Business Administration, Public Administration, Engineering or other related areas, 
    OR
    Bachelor’s Degree in related area with additional 2 years of relevant experience will be given due consideration in lieu of Master’s Degree.

Experience:

  • Relevant experience, at national or international level, in procurement/supply chain, logistics or related areas would be an asset. Alternatively, if in possession of Bachelor’s Degree, minimum 2 years of such relevant experience is required.
  • Working experience with UN procurement procedures will be considered an advantage.
  • Prior experience with a UN Agency or International Organization in the field of procurement is highly desirable.

Required skills: 

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of automated procurement systems, experience in handling of web-based management systems.
  • Knowledge of public procurement principles is an asset.
  • Training and/or certification in procurement and supply chain management would be considered an asset.
  • Fluency in English and Ukrainian (both spoken and written).

Professional Certificates:

  • Professional certificates in Public Procurement would be considered an asset, but not a requirement.
  • CIPS2 certification is an advantage.
