EnCompass LLC is seeking a Senior Third-Party Monitoring Specialist to lead the development and implementation of the Third-Party Monitoring (TPM) system, including coordination with consultants, vendors, and Home Office staff working on the UMLS project. We are looking for someone who is solution-oriented, highly organized, and resourceful to lead the design, planning and execution of TPM activities. This individual will serve as the primary point of contact, advising USAID TPM point of contact on matters relating to the TPM activities of the UMLS project.
The position is based at EnCompass UMLS office in Kyiv, Ukraine. The Senior Third-Party Monitoring Specialist will be expected to travel throughout Ukraine, as needed.
Responsibilities
Third-Party Monitoring Strategy and Implementation
- Develop and ensure periodic updating of a TPM strategy and workplan to guide implementation of TPM activities.
- Lead resource allocation (vendors, consultants, home office staff) for execution of TPM tasks.
- Design of the sampling plan for site selection, interviewees, survey respondents, etc.
- Oversee and ensure regular updating of data collection instruments for TPM activities.
- Supervise the training and re-training on use of data collection instruments and protocols by site monitors.
- Oversee the cleaning and analysis of TPM data, in coordination with TPM vendor, to ensure high standards of data quality and reliability.
- Oversee maintenance and storage of TPM data within appropriate project databases and knowledge management systems.
- Oversee planning and execution of TPM site visits with USAID, implementing partners, and TPM vendor points of contact.
- Regularly communicate site visit summaries and concise updates and address any issues or concerns encountered during site visits with USAID TPM point of contact.
- Carry out regular data quality spot checks and verification exercises on TPM vendor datasets.
- Conduct quality assurance of TPM reports and deliverables prior to DCOP review and submission to USAID.
- Lead the development of summary findings, lessons learned, or other cross-site reporting as required to extract themes and trends from TPM activities and support USAID and implementing partner learning and evidence needs.
- Present TPM findings and lessons learned to USAID and partners.
- Facilitate learning and reflection sessions with staff and partners.
- Supervise a TPM Specialist.
- Oversee TPM vendor implementation approach, quality, and timeliness, and ensure compliance with USAID regulations.
Other:
- Engage fully as a member of the UMLS team, including participating in staff meetings and other team events.
- Provide support to other monitoring, evaluation, and learning tasks as required by the UMLS team.
Qualifications and requirements
Academic qualifications
- Master’s Degree in a field social science, economics, management, psychology or a related field, or a Bachelor’s degree and an additional two years of related professional experience.
Required experience and skills
- Minimum of 8 years of experience designing and implementing performance monitoring systems of complex international development projects; organization and management of data collection processes; and implementation and management of TPM systems for development and/or humanitarian projects.
- Recognized senior-level expert with strong leadership and systems-thinking skills.
- Strong familiarity with TPM programming and related guidance on conducting TPM.
- Experience in designing, launching, and implementing TPM systems.
- Experience in indicator development, qualitative and quantitative data collection and analysis, data quality assessments, and statistical methods.
- Experience in management and supervision of data collection teams and ensuring qualitative and quantitative data quality.
- Experience using monitoring data to review programming, trends, and activity needs and willingness to be flexible and adaptable to respond to new information.
- Strong client engagement skills grounded in proactive service and client-focused solutions and follow through.
- Strong teamwork, interpersonal, communication, and presentation/facilitation skills.
- Strong written and spoken English skills, and Ukrainian fluency.
Desired experience and skills
- Previous supervisory experience.
- Familiarity with USAID performance data information systems.
- Familiarity with USAID’s Performance Monitoring and Evaluation Policy and CLA practices.
- Familiarity with USAID programming in Ukraine and Belarus.
- Familiarity with Microsoft Office program suite and Google Drive applications.
- Demonstrable and advanced experience in Kobo Toolbox, Excel, PowerBI, and the management of access and permissions within information management platforms.
