Procurement and Contracting Specialist (Kyiv, full-time)

Since 2016, the Multi-Donor Programme U-LEAD with Europe II, supported by the European Union and its Member States  Germany, Denmark, Slovenia and Poland, has been supporting successive governments in Ukraine to empower local self-government (LSG) by merging over 11,000 towns, settlements and villages into 1,470 more effective hromadas, decentralising resources and powers in key sectors (education, healthcare, social services, etc.), and enabling social and economic development. With its nationwide systematised approach to capacity building delivered through 24 regional offices in all regions of Ukraine, the Programme has made a key contribution to the consolidation of the newly-merged municipalities and to making the decentralisation reform happen as well as making it work. U-LEAD with Europe continues to support and strengthen the capacities of Ukrainian municipalities during the ongoing war within Ukraine’s recovery, reconstruction and resilience, within the context of the continuing reform as well as Ukraine’s EU accession process and focusing particularly on the essential role of LSG within this context. U-LEAD is part of GIZ’s MLG Cluster in Ukraine.

Responsibilities:

The Procurement and Contracting Specialist is responsible for:

  • Procurement of goods and services;
  • Preparation and implementation of tenders in accordance with the GIZ standards / P+R guidelines;
  • Market analysis, evaluation of results, contribution to the development and maintenance of the supplier pool;
  • The conclusion of contracts with suppliers, appraisers, consulting firms, local subsidy contracts, lease agreements;
  • Timely information of the programs and projects about the status of the respective procurements, especially in case of delays;
  • Effective cooperation with colleagues at headquarters (contract department, procurement specialists, etc.).

Tasks:

Procurement of goods

  • Preparation of local material procurement, in particular market observation, preparation of framework agreements in accordance with GIZ regulations, possibly in coordination with headquarters;
  • Preparation and implementation of tenders, including determining the award procedure, sending inquiries, evaluating offers and placing orders;
  • Review of invoices and receipts, payment instructions and complaints, conduct of negotiations with suppliers;
  • Control over the safe transfer of goods to the destination;
  • Review of invoices, receipts, payment orders and complaints;
  • Informing about the place and time of delivery;
  • Electronic recording and maintenance of procurement and competition-relevant data in Prosoft;
  • Keeping the e-file in paper form;
  • Documents and stores properly completed order processes in accordance with GIZ filing rules in hand files or DMS.
  • The preparation, creation and processing of expert and consulting contracts;
  • Electronic recording of expert and consulting contracts as well as local grants and lease agreements in Cosoft;
  • The monitoring of the concluded contracts and maintenance of the associated databases;
  • Proper documentation and filing of contract processes, management of contract files in accordance with P+R specifications;
  • The preparation of service agreements including framework agreements and long-term agreements;

Required qualification, skills and experience:

Education/Trainings

  • BA or MA degree in a related area, e.g. business management with a focus on finance, controlling, purchasing or contract management or similar area, recognized certificate.

Work experience

  • At least 3 years of professional experience in a comparable position;
  • Excellent knowledge in area of procurement (public procurement/ commercial procurement/ procurement in international organization).

Other knowledge

  • Excellent MS Office knowledge;
  • Good working skills in dealing with modern communication devices (telephone, fax, e-mail, internet and the corresponding software);
  • Very good knowledge of English, native speaker of Ukrainian;
  • Good self-organization skills;
  • Willingness to upskill as required by the tasks to be performed.

Assignment

The assignment starts as soon as possible.  Full-time position with 40-hours working week. For now, the contract duration is till 31.10 2024.
