EnCompass LLC is seeking an Evaluation Specialist to support and manage the design and implementation of performance and impact evaluations as well as assessments and analyses. They will play a management and support role in design, data collection, reporting, and dissemination, collaborating with consultants and vendors to ensure rigorous, high quality, and useful evaluations and studies. They may participate in data collection to ensure quality and consistency.
We are looking for someone who has experience participating in evaluations, is solution-oriented, highly organized, and resourceful, and can effectively engage the client throughout the evaluation process.
The position is based at the UMLS office in Kyiv, Ukraine. The Evaluation Specialist will be expected to travel throughout Ukraine, as needed. For the foreseeable future, EnCompass is using a hybrid work model where most positions are remote with voluntary in-person attendance at the office. The exceptions to this model include scenarios such as if the client requires the role to be in-person.
Responsibilities
- In collaboration with the Senior Evaluation Specialist, support the planning and scheduling of evaluations/studies given client need and available resources. This includes leading planning sessions with USAID technical office to determine evaluation need and timing.
- Manage workplan covering all anticipated and active evaluations/studies, collaborating with the Senior Evaluation Specialist on the implications of shifts in timing/scope.
- Support client kick off and early evaluation/study design activities
- Support recruitment of evaluation/study teams and resource allocation (consultants, vendors, home office staff) for execution of evaluation/study tasks
- Provide training to evaluation/study team consultants and vendors regarding EnCompass research and evaluation good practices
- In collaboration with the evaluation/study team lead, lead preparation of materials for ethical review by the EnCompass home office Institutional Review Board
- Support day to day technical and operational management of concurrent active evaluations/studies, including coordination with consultants and vendors directly implementing the evaluation/study.
- Provide early review of draft evaluation designs, data collection tools, coding/analysis plans and reports, ensuring alignment to EnCompass evaluation standards and good practices.
- Provide direct surge support to evaluation/study teams as needed. This could include participating in data collection, developing codebooks and analysis plans, leading the coding and analysis effort, and writing sections of evaluation/study reports.
- Track evaluation/study workplans and budgets, proactively raising issues and risks to the Senior Evaluation Specialist.
- May serve as a member of the evaluation/study team in select cases
- During an evaluation or study, regularly communicate updates, issues, and proposed solutions to the Senior Evaluation Specialist
- Facilitate learning and reflection sessions with staff and partners
Other:
- Engage fully as a member of the UMLS team, including participating in staff meetings and other team events
- Provide support to other monitoring, evaluation, and learning tasks as required by the UMLS team
Qualifications and requirements
Academic Qualifications
- Master’s Degree in international relations, economics, statistics, public policy, research methods, program assessment, evaluation/measurement or another relevant field
Experience and Skills
- Minimum of 4 years of experience, with increasing responsibility designing and implementing evaluations of complex international development projects.
- Previous experience being part of an evaluation/study team on at least 5 evaluations/studies
- Familiarity with USAID guidance and policy in evaluation a plus
- Previous experience supporting the development of evaluation/study designs, data collection tools, and participating in qualitative and quantitative sampling and data analysis, including use of analysis software.
- Strong teamwork, interpersonal and oral communications skills are required
- Strong written and spoken English skills, and Ukrainian fluency. Demonstrated ability to write strong and concise evaluation reports.
- Familiarity with USAID/Ukraine is preferred
- Ability to travel within Ukraine, as necessary
