This Opportunity:

USAID/Ukraine is looking to expand its investment in the physical rehabilitation sector in Ukraine to respond to the increased short- as well as long-term needs of Ukrainians. This is not only motivated by the impacts of Russia’s invasion, but also to support persons with disabilities, older persons and any other person that would benefit from access to physical rehabilitation and assistive technology services (AT). This may include additional or future programming related to physical and occupational therapy, prosthetics and orthotics (P&O), wheelchair service providers and AT products. USAID has identified three specific objectives to support the physical rehabilitation sector in Ukraine: 1) Strengthen national, regional, and local leadership, management and governance capacity related to the physical rehabilitation sector, 2) Increase access to and availability of affordable, quality and sustainable physical rehabilitation services, and 3) Develop community-level services and promote the inclusion and participation of persons with disabilities and their families.

You and Your Career

The Objective 1 Lead will provide operational and managerial support to the Deputy Chief of Party (DCOP) but will be primarily responsible for leading the technical direction and oversight for the project’s technical activities, ensuring an integrated vision among different objectives. They must have an appropriate balance of technical team leadership and interpersonal skills and experience. The ideal candidate must be a recognized technical leader in sustainable financing and private sector engagement in physical rehabilitation, human resource capacity strengthening, and physical rehabilitation standards and guidelines. Having the capacity to successfully interact with host country agencies, development partners, civil society and community-based organizations is essential.

*This is an anticipated project, and all positions are contingent upon award from USAID.*

Reporting & Supervision:

The Objective 1 Lead will report to the DCOP and will serve as the primary liaison between the DCOP and the Objective 1 technical team. The Objective 1 Lead will supervise the Objective 1 technical team.

Primary Duties and Responsibilities:

  • Provide leadership and conceptual guidance for the strategy and implementation for the Objective 1 technical component of the project.
  • Provide technical direction and oversight in the design, implementation, and monitoring of Objective 1 activities.
  • Advise the DCOP in the alignment of the project’s staffing, including consultants, with work plans and additional requests from USAID.
  • Supervise technical staff, as appropriate, to ensure activities are on track and meet Palladium’s technical quality standards and delivered on time and within budget.
  • Ensure adherence to USAID, project, corporate, and in-country policies, and procedures governing all technical work.
  • Oversee and participate in the preparation of necessary technical and program-related reports, including presentations, white papers, technical briefs and peer-reviewed publications on innovation, scale up and sustainability of rehabilitation services.
  • Guide and support training and capacity development efforts in support of project activities and deliverables.
  • Collaborate with different stakeholders, particularly the Ukrainian government and local organizations to foster strengthening of cross-sector coordination.
  • Provide functional guidance to partners to ensure deliverables are met within timelines and budgets.
  • Organize, as needed, project/program trainings, conferences, workshops, and meetings.

Key Competencies Required:

  • Medical degree or master’s degree in health, health economics, public administration international development, or a related field.
  • At least 7 years of relevant experience with international organizations, US government agencies, Ukrainian government, or Ukrainian local organizations
  • Technical experience relating to sustainable financing and private sector engagement in physical rehabilitation, human resource capacity strengthening, and physical rehabilitation standards and guidelines
  • Experience working with local organizations and government ministries to improve national, regional, and local leadership.
  • Experience with  development and management of projects, preferably including both community-level and national-level activities, with experience in USAID-funded projects. 
  • Fluency in English and Ukrainian required.
  • Excellent written and verbal communication skills; ability to write technical documents in English.
  • Evidence of strong communication skills, both interpersonal and written, to fulfil the diverse technical and managerial requirements of the contract
  • Strong strategic thinking and leadership skills, with the ability to raise important questions, assess logic, and working with teams to make necessary improvements
  • Demonstrated technical skills and ability to build synergies across technical disciplines and teams.
  • Experience in interacting with technical working groups, host country agencies, development partners, civil society, private sector, and community-based organizations
  • Must be willing to live and travel within Ukraine.
