Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Financing Energy for Low-Carbon Investments Cities Advisory Facility Eastern Partnership and Central Asia Programme (FELICITY II)” to fill the position:

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is implementing technical assistance projects funded by the Germany Federal Ministry Economic Affairs and Climate Action (BMWK) through the International Climate Initiative (IKI). The focus of the projects concerned is creating of pre-conditions for investments and low-carbon transformation of municipal utility infrastructure and energy efficient modernization of municipal residential sector.
The project Financing Energy for Low-Carbon Investments Cities Advisory Facility Eastern Partnership and Central Asia Programme (FELICITY II) creates pre-conditions for investments in low-carbon and climate resilient urban infrastructure in participating countries of the Eastern Partnership and Central Asia as well as induces transformative changes at the subnational level for Nationally Determined Contributions (NDCs) implementation. FELICITY II focuses on two sectors in Ukraine: water and wastewater and energy-efficiency in the residential sector. FELICITY II benefits from an integrated approach, combining EIB’s financing products and GIZ’s technical assistance and capacity development capabilities.
Technical assistance is needed, in order to support the development of long-term sector strategies, strengthen the regulatory framework and to increase technical capacity of municipalities in planning the rebuilding and energy efficient modernization of residential buildings, which were damaged during the full scale Russian aggression. A key part of the technical assistance provided will be the identification of a pipeline for future investment projects in the residential sector and a full-fledged development of bankable project documentation.
Responsibilities:
- provide professional advisory services to the project team and to a wide range of stakeholders in the areas of energy efficient reconstruction and refurbishment of residential buildings;
- coordinate project activities related to planning and preparation of energy efficient reconstruction and refurbishment projects of multi-family residential buildings and serve as the main contact person of the project for participating municipalities;
- serve as the main contact person of the project for engineering and architectural companies, international as well local, which are supposed to develop the project design documentation;
- monitor assignments conducted by external consultants and ensures deliverables are prepared timely and in a high quality;
- participate in identifying needs for external support and advice, work on policy recommendations and develop a strategic approach;
- prepare and structure capacity development measure particularly directed municipalities on project preparation and planning in cooperation with external consultants and if foreseen other GIZ projects;
- draft guidelines for call for proposal, including by determining selection and eligibility criteria’s in cooperation with external consultants and if foreseen other GIZ projects;
- prepare the procurement of consulting services and ensure quality and compliance with GIZ rules of the services provided by external experts and service providers;
- implement project activities in line with the projects operational plan and project indicators together with the project team and in consultation with the project`s counterparts;
- design, prepare and implement workshops, seminars and other events;
- contributing to the reporting cycles of the project.
Required qualifications, competences and experience:
Qualifications
- Masters/MSc in engineering, architecture, management or related discipline
Professional experience
- At least 5 years professional experience in energy efficiency in buildings;
- Preferably experience working in/with international organizations in the field of energy efficiency;
- Preferably experience in working in the context of municipal energy efficiency planning;
- Experience in coordination of multi stakeholder projects;
- Excellent communication skills. Practical experience working with residents of multi apartment buildings or similar stakeholders is required;
- Good knowledge of an existing network in the construction, building materials and professional services sector.
Competencies
- High proficiency in written and spoken Ukrainian and English. Good working knowledge of ITC technologies (related software, email, internet) and computer applications (e.g. MS Office);
- Basic understanding of technical assistance specifics in a local context in Ukraine;
- Keen interest in the field of international cooperation for sustainable development in Ukraine with particular focus on climate action and energy efficiency;
- Work experience in dealing with international teams.

Employment conditions
Full-time position with 40-hours working week. The contract duration is until December 2025 with the high possibility of extension.
Duty station is Kyiv, but remote place of work within Ukraine during martial law is possible.
