USAID Transformation Communications Activity  

Job Title: Copywriter for the Office of Vice Prime Minister on European and Euro-Atlantic Integration of Ukraine 

Contract duration: 4 months   

LOE: up to 40 hours per week

Background:  

The Office of the Vice Prime Minister on European and Euro-Atlantic Integration of Ukraine (OVPM) is responsible for coordinating Ukraine’s integration efforts with the European Union and NATO. Being a part of the Secretariat of the Cabinet of Ministers of Ukraine, its primary mission is to promote and facilitate Ukraine’s integration into European and Euro-Atlantic structures. This involves advancing Ukraine’s political, economic, and legal reforms, aligning the country’s legislation and regulations with EU acquis, and fostering cooperation with NATO and other Euro-Atlantic organizations. The ultimate goal is to ensure Ukraine’s development as a member of the European family and enhance the country’s stability, prosperity, and security. The Office serves as a focal point of coordination of all Government communication efforts related to Ukraine’s European and Euro-Atlantic integration. It works closely with other government agencies, ministries, and relevant stakeholders to provide a coherent and unified communication strategy. Through engaging foreign media, conducting information campaigns, and fostering cooperation with stakeholders, the Office ensures a comprehensive and coordinated approach to communicating the reform process within Ukraine’s European and Euro-Atlantic integration path. 

The involved Copywriter will be responsible for the development of the texts in the English and Ukrainian languages (articles, comments, news, posts) on key EU-Ukraine relations topics. The Copywriter will consider trends and narratives on the European integration aspirations of Ukraine. As appropriate, the Copywriter may coordinate with other government agencies, such as SARDI, to showcase Ukraine’s transparency and systems to responsible utilize funds for rebuilding itself as a key member of the EU. The involvement of the Copywriter will help to strengthen and improve the effectiveness of communication work.

Responsibilities:

  • Creating written content in English and Ukrainian for various mediums, including press releases, brochures, newsletters, and social media posts based on data.
  • Conducting research to gather relevant information and data to support the OVPM’s messages.
  • Collaborating with other OVPM professionals to produce cohesive and effective communication materials.
  • Editing and proofreading written materials that will amplify and complement the Embrace Ukraine campaign with consistent messaging.
  • As appropriate, adapting written materials (such as social media posts) with consistent messaging but varying content for the Office to provide to other government entities to distribute/publish as appropriate.
  • Editing and proofreading written materials to ensure accuracy, consistency, and adherence to style guidelines.
  • Adapting the OVPM’s messages for different audiences, such as policymakers, stakeholders, and the public.

Reporting and TCA Support:

  • Monthly action plan for the coming period with key communications goals, narratives, content formats, and illustrative topics, jointly agreed between TCA and OVPM. This may include research needs and strategies to ensure responsive and proactive communications based on data.
  • Plan working hours according to Ukrainian legislation and report on results to TCA weekly and monthly.
  • Provide written reports on a monthly and as-requested basis on the progress of their work within the OVPM.
  • Support USAID Transformation Communications Activity (TCA) in developing and strengthening established partnerships with the Office of the Vice Prime Minister on European and Euro-Atlantic Integration of Ukraine

Deliverables/Outcomes:

  • The Copywriter should provide high-quality, engaging, and persuasive written materials to effectively communicate the desired messages to the target audience.
  • The Copywriter should develop a Text Style Guide for the Office. The Guide should be designed to assist Office staff in the creation of texts for diverse purposes and include the following components:
  • Recommended tone of voice which outline the preferred tone to maintain a consistent and appropriate communication style across various contexts.
  • Text search and verification algorithms: the procedures and algorithms for searching and verifying information to ensure accuracy and reliability.
  • Examples of posts and tweets: illustrative examples of posts and tweets tailored for different situations, including informative content and reactions to events triggered by Russian aggression.
  • Examples of responses to international media inquiries and guidance on crafting responses to media inquiries, ensuring that communication aligns with the overall tone and messaging strategy.
  • Recommendations for visual elements to accompany social media materials, enhancing engagement and impact.

The Text Style Guide should be consolidated into a single document for clarity and easy reference and the content should be reviewed and agreed upon by the OVPM to ensure uniformity and alignment with overarching communication goals.

  • At the end of the contract the Copywriter should develop the final reports to the OVPMand TCA which include best practices, lessons learned, and recommendations for the next month after the end of the contract.

Requirements:

  • Education: a master’s degree (degree in Linguistics, Journalism, Communications, Marketing, or a related field is preferred);
  • Experience: at least 3 years of experience in copywriting, preferably in a governmental sector.
  • Languages: Fluency in written and oral English and Ukrainian.
  • Skills: Strong writing, editing, and proofreading skills.
  • Creativity: the ability to come up with original ideas and concepts.
  • Attention to detail: meticulous in writing and proofreading.
  • Time management: the ability to work on multiple projects simultaneously and meet deadlines is crucial.
