The Investment for Business Resilience Activity (formerly known as the Financial Sector Reform Activity) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.

The IBR is looking for candidates to fill in the GRANTS OFFICER position, LTTA in Kyiv or Lviv.

PURPOSE OF THE ROLE: 

The Grants Officer is a member of the grants management team and is responsible for proficiently managing a sizable and complex array of grants to financial institutions and small and medium-sized enterprises in Ukraine. The Grants Officer administers the grantee selection process in full compliance with USAID and DAI rules and regulations, leads in the provision of administrative support in building capacity of local grantees to comply with grant requirements, including reporting. The Grants Officer will effectively manage the workflow of grants, from solicitation, review, short-listing, selection, approval, monitoring and evaluation.

OBJECTIVES AND DUTIES: 

  • Work closely with the technical team and grants team to market and solicit applications from private institutions and enterprises.
  • Conduct outreach and training to potential applicants as well as organizations that can refer applicants, including financial institutions and other business support organizations.
  • Assist in the process and development of calls for proposals and participate in subsequent review processes.
  • Administer the grantee screening, document collection and selection process, ensuring that policies and procedures are upheld as outlined in the approved Grants Manual and IBR Field Operations Manual.
  • Screen and analyze applications and awards to ensure applicant eligibility and adherence to grants management policies. With technical team, evaluate and score grant proposals.
  • Organize and implement due diligence process.  Review and assess the capacity of a prospective grantee to manage the type of grant considered, make recommendations to the technical teams and grants team on the appropriate grant type and suggest special conditions.
  • With technical teams, establish milestones and targets for grants. Negotiate grant terms, special conditions, standard provisions, and budgets with selected grantees. Review and analyze budget estimates for allowability, allocability, reasonableness, and consistency for proposed activities in coordination with the proposed local partners. As needed, the Grants Officer will ensure adherence to budget lines and that quantity and frequency/period of performance are in line with activity design.
  • Draft all grant agreements for signature by the Chief of Party (COP) or designee and ensure that all associated documentation has been completed by the relevant parties.
  • Maintain all required grants management documentation and ensure entry of grants information in DAI’s electronic management system (TAMIS and SharePoint) from solicitation to grant close-down.
  • Manage and consult with the technical teams to ensure deliverables are verified and approved.
  • Provide continuous assessments of grantee performance delivery against project objectives through regular review of grantee progress towards deliverables and milestones, escalate issues to Technical Leads and grants team for troubleshooting.
  • Monitor the grant financials to ensure that grant expenditures are in accordance with the grant ceilings.  Take proactive steps to ensure compliance.
  • Review all requests for payment or reimbursement for accuracy, compliance, and sufficient detail to ensure compliance with the grant agreement; submit requests for payment to the Finance department.
  • Work closely with the grantee, the technical teams, and the grants team to ensure timely closeout, disposition, and final reports for grants.
  • Conduct financial and programmatic audits of grantee during implementation, as needed.
  • Prepare accurate and timely progress reports on a quarterly basis and contribute to preparation of annual reports.
  • Other duties as assigned by the Senior Grants Manager or Specialist or Chief of Party that are consistent with the overall focus of the assignment.  
  • Participate in quarterly Pause and Reflect sessions.  Identify areas of for improvement in grant-making based on experience and feedback from grantees. 

QUALIFICATIONS: 

  • Bachelor’s degree in international development, business, accounting, or related field is required.
  • Minimum of 2 years’ experience in project, activity or grants management, with experience in USAID grants management preferred.
  • Demonstrated record of achieving results in project, activity or grants management with international development programs.
  • Strong interpersonal skills and written and oral communication skills.
  • Language requirements are as follows:
    • Fluency in Ukrainian
    • English level III (General working proficiency) Reading/Writing/Speaking. Preference will be given to the candidates with English level IV (Fluent). 
  • Highly skilled in Microsoft Office suite products (Word, Excel, Power Point, Teams).
