FOR THE CONSULTANCY CONTRACT OF: MHPSS Hotline Psychiatrist (Consultant)

  1. Duty Station of the Consultancy: Homebased
  2. Duration of Consultancy: 3 months with possibility of extension
  3. Nature of the consultancy: Category B

Under the overall supervision of the Chief of Mission and the Senior MHPSS Program Manager, the MHPSS Programme Support Officer and under the direct supervision of the Senior MHPSS Specialist (Hotline), the consultant will perform operational duties for the MHPSS Hotline, with a focus on the provision of specialised support over the phone and through IOM approved online platforms to war-affected people in need.

  1. Project Context and Scope:

IOM Ukraine operates a well-established, toll-free mental health and psychosocial support (MHPSS) hotline serving the population affected by the war. The hotline is staffed by operators, psychologists and a psychiatrist who provide tailored and confidential support to people affected by conflict in Ukraine. The hotline staff have maintained the hotline’s operation throughout the ongoing war, while themselves impacted by the crisis. IOM is seeking to urgently boost the capacity of the hotline by engaging MHPSS professionals in the Ukrainian diaspora as well those fluent in Ukrainian and/or Russian languages who are compelled to lend their capacities to support the Ukrainian population affected by the conflict. The hotline can be operated via the internet – hotline staff provide MHPSS support to hotline callers remotely online with ICT support from IOM, and in coordination with other hotline operators and staff.

  1. Organizational Department / Unit to which the Consultant is contributing: Response, Recovery, Resilience (3R), Mental Health and Psychosocial Support (MHPSS) Unit
  2. Category B Consultants. Tangible and measurable outputs of the work assignment: 
  3. Assess and screen beneficiaries referred by hotline operators by conducting psychiatric evaluation, including through in depth interviews, review of medical histories, observations, and psychological scanning.
  4. Develop a support plan, measure progress against the plan, make adjustments as
  5. Provide crisis intervention as Apply Hotline SoPs and other standard procedures at all times.
  6. Develop and maintain a strong and efficient referral mechanisms both internally and externally to state assistance bodies/civil society organizations or INGOs/UN.
  7. Conduct trainings (based on needs) as appropriate to strengthen the competencies of hotline psychologists. Train hotline psychologists and operators in relevant referrals to the psychiatrist.
  8. Develop and submit monthly reports identifying the most common trends to help better identify current and future needs.
  9. Direct clients in need of other services as per MHPSS hotline procedures.
  10. Ensure that confidentiality and the right to privacy is maintained at all times with regard to confidential client information.
  11. Track services and consultations provided on a daily and weekly basis, ensure coherent data entry into IOM’s MHPSS database/CRM.
  12. Log all calls made and received, including specified information, in the MHPSS hotline/CRM database.
  13. Raise any challenges or concerns to the Senior MHPSS Specialist (Hotline) to be addressed in a timely manner.
  14. Engage in case consultations or reviews with Hotline psychologists or other relevant staff.
  15. Participate in supervision and case management sessions. Join management meetings when scheduled.
  16. Perform other such duties as may be assigned.
  17. Performance indicators for the evaluation of results
  • Provide psychological and psychiatric counseling to hotline clients as described in this ToR.
  • Engage regular case review as needed with hotline psychologists.
  • Report provided services in a timely and consistent manner.
  • Conduct training as needed.
  1. Education, Experience and/or skills required
  • Advanced degree in a Psychology, Psychiatry or another related field with minimum of five years of experience in the provision of individual and group psychological services to project target groups.
  • Experience working with vulnerable populations preferably affected by conflict and/or displacement.
