Position Description:

The Resource Coordination Assistant (Grants) develops and implements grants and cooperative agreements that support the Mission’s Public Diplomacy (PD) projects and programs countrywide, acting as either the Grants Officer Representative (GOR) or grants administrator. Determines the use of multiple and diverse funding streams for grants and cooperative agreements and ensures grant compliance with all relevant U.S. government (USG) regulations and Ukrainian laws. Conducts countrywide outreach to promote USG funding opportunities. Conducts monitoring, evaluation, and analysis of the effectiveness and results of grants projects and programs.

This mission is an OSM 5 post, a large mission located in a country of major importance to the United States. Ukraine has the highest level of global influence of the vast majority of other countries around the world and its government is a principal player with which the United States interacts in all aspects of pressing multilateral issues.

Qualifications required:

  • EDUCATION:

A university degree in Business Administration, Financial Management, Organizational Management, Accounting, Public Administration, or local equivalent is required.

  • EXPERIENCE:

A minimum of two years of experience in budgeting, accounting, business administration, financial management, organizational management, public administration, project management, or grants management is required.

  • JOB KNOWLEDGE:

Good knowledge of Ukrainian geography, infrastructure, government institutions, and common business and banking practices is required. A general understanding of regional, ethnic, socioeconomic, cultural, and linguistic factors and the influence of religious, cultural, and educational institutions is required. Knowledge of customer service in Ukraine is required. Must have an understanding of communications in Ukraine and the international information environment as it affects Ukraine. Must be familiar with digital practices and procedures.

  • SKILLS AND ABILITIES:

Must have strong analytic, communication and interpersonal and management skills. Thorough, detailed knowledge of and the ability to use various computer software programs, specifically Microsoft Word, Microsoft Excel, and databases is required. Must have excellent numerical skills to be able to manipulate numbers with speed and develop, manage, and monitor budgets.

Fluent (speaking/reading/writing) in English and Ukrainian is required.
