Cybersecurity remains a critical and pressing issue in Ukraine. Successful cyber-attacks could have an irreparable impact to electoral integrity, damaging the foundation of trust in the electoral process and tampering with citizen’s democratic rights. IFES has worked diligently with a range of security and electoral actors to ensure that electoral cyber infrastructure is updated and protected, that civil society have the tools they need to protect themselves, and that Ukraine is constantly learning, adapting and being vigilant to increasingly sophisticated attacks by malevolent actors.

IFES is seeking qualified Consultant on electoral process digitalization to develop electoral dataflow business model for parliamentary and presidential elections based on UDEMS concept, adopted by the CEC decision #447 from Oct 29, 2021 and to provide analysis of existing catalogues, digital libraries and datasets to be processed by the UDEMS according to the concept, adopted by the CEC decision #447 from Oct 29, 2021.

Period of performance: March 4, 2024 – March 4, 2025

Number of working days: 45

Scope of Work:

  • Development of business model for constant electoral dataflow creation, processing, maintenance, storage, and publishing through the whole electoral period of parliamentary and presidential elections;
  • Develop datasets (parliamentary and presidential elections) for every election contestants’ role: candidate, election commission members, candidates’ trustees, candidates’ representatives etc. Study possibilities and provide conclusions to verify datasets by automatic accessing to public registers;
  • Develop election data catalogues by types of information required under the legislation of Ukraine;
  • Review legislative requirements to election protocols (polling station, precinct election commission), forms and samples of different level’s election commission decisions for development automated templates (web-forms);
  • Analysis of existing in the CEC and State Voters Registry catalogues, digital libraries and datasets to be processed by the UDEMS and develop proposals for datasets and catalogues updating, actualizing and publishing in the form of open data;
  • Develop proposals on the datasets from public registers to be integrated with UDEMS under the concept, adopted by the CEC decision #447 from Oct 29, 2021.

Deliverables:

  • Electoral dataflow business model for parliamentary and presidential elections is developed (narrative report in MS Word and Power Point presentation);
  • description of datasets for election contestants’ roles is developed accompanied with proposals on legislative problems if any (narrative report in MS Word and Power Point presentation);
  • election data catalogues by types of information required under the legislation accompanied with proposals on legislative problems if any (narrative report in MS Word and Power Point presentation);
  • samples of web-forms for the whole electoral period of parliamentary and presidential elections are drawn (Power Point presentation);
  • proposals on the datasets from public registers to be integrated with UDEMS containing integration approach are developed (narrative report in MS Word format).

 PROFESSIONAL REQUIREMENTS AND QUALIFICATIONS

  • Master’s degree or equivalent is required in mathematics, computer science, electoral technology, law or public administration.
  • At least 5 years of experience in leadership with successfully completed projects in the field of election digital transformation in Ukraine;
  • Demonstrated technical experience in leading election projects, including on ICT solutions for election commissions at different levels, digital transformation, e-services, electronic participation and democracy;
  • Professional experience of working with the international organizations would be an asset;
  • Demonstrated expertise in new technologies and digital transformation processes.

LANGUAGE SKILLS: Knowledge of the English language would be an advantage.

TRAVEL: Travel may be required.
