Background

Background and Organizational Context:

In Ukraine, UNDP has been working since 1993 with the national and local authorities, public and private sector stakeholders, partners across the UN system, civil society, and local communities to promote inclusive growth and sustainable human development. Our work is guided and informed by the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs), to develop targeted solutions to the country’s development challenges. We work in close collaboration with key ministries, departments, and agencies in a robust, integrated manner through Six Signature Solutions:

3. Resilience 

4. Environment 

5. Energy 

6. Gender Equality 

In Ukraine, these Solutions are integrated and targeted with a focus on three programmatic areas of support: 

1. Inclusive Development, Recovery and Peacebuilding 

2. Democratic Governance 

3. Energy and Environment 

All three of these programmes are aligned with the national priorities, which include accelerating sustainable economic growth and attracting green foreign investments, fighting corruption, resilient recovery and peacebuilding of the conflictaffected areas based on the principles of leaving no one behind and building back better, and streamlining digital governance to make all-state services accessible electronically. 

The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation, and abuse.

Position purpose:

This position will provide support to the CO Operation Units in the area of strategic management of the CO operations by collection, compilation and analyzes of various data of different operation units; support the coordination and provision of requested documents for audits, including HACT, DIM and CO management audit; provide support to the Operations Managers through administrative actions in other areas of operations as required.

Under the direct supervision of the Operations Manager (P4), the incumbent will work in close collaboration with the operations teams, Senior Operations Manager (P5), programme and project teams, Operations Unit Heads, Programme Finance Analyst and UN entities’ operations personnel in Ukraine. 

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

 

Duties and Responsibilities

1.) Support to administration and implementation of operational and financial strategies focusing on achievement of the following results:

  • Full compliance with UN/UNDP financial rules, regulations, policies, and strategies 
  • Contribution to operational and financial business processes mapping and support the elaboration of internal standard operating procedures. 
  • Full compliance of operations with UN/UNDP rules, regulations and policies, support to ensure the implementation of corporate operational strategies, monitoring of operations achievements and results. 
  • Support to elaboration of proposals and implementation of cost saving and reduction strategies.  
  • Constant monitoring and analysis of the operating environment, proposals for readjustment of the operations and finance, managing risks and ensuring compliance. 
  • Support in keeping the internal control framework updated and delegations of authorities duly documented. 
  • Design questionnaires of client satisfaction surveys

2.) Support to implementation of oversight over the country offices resources:

  • Support to the regular monitoring of the corporate financial and operations related dashboards, coordinating with the responsible units the necessary actions for correction. 
  • Support to the data compilation of the CO management resources in close cooperation with the CO Finance Unit. 
  • Extraction of finance and operations related data from various resources and dashboards. 
  • Support to collecting and organizing supporting documents for the CO DIM, HACT and Management audits.

3.) Provides administrative support to the Operations Manager and the Operations Unit focusing on achievement of the following results:

  • Support the Operations Manager in preparing the Operations Team result-oriented work plans. 
  • In cooperation with the ICT team, support in designing new tools and applications for business process automation related to operations and finance. 
  • Maintenance of the operations related filing systems and records management, in accordance with the UNDP Global Filing System 
  • Maintenance of archives, making sure files are properly stored and accessible, safe keeping of documents. 
  • Participation in the creation and maintenance of an electronic registry/archive system in close cooperation with the ICT staff 
  • Preparation of cost-recovery bills for UNDP/UN entities, based on Operations Units inputs. 
  • Alternate to create user profiles in UNDP management system (Quantum, if required) 
  • Assistance in communicating with GSSU on clustering related items. 
  • Collects information and documentation for regular VAT claim submissions of international staff members. 
  • Support to office maintenance and assets management. 
  • Collection of information for DSA, travel agencies and other administrative surveys, support to organization of common services
  • Participates in the Operations Unit Heads regular meetings, on the regular meetings of the Operations Manager, Finance Analyst and Programme Finance Analyst. Takes minutes of the meetings and monitors the follow up of the action points agreed.

 

4.) Ensure facilitation of knowledge building and knowledge sharing in the CO, through:

 

  • Organize operations related training and in-house learning events in close cooperation with the CO Learning Focal Point 
  • Participation in the training for the operations/projects staff in relevant areas of expertise and strengthening the team performance through knowledge sharing. 
  • Drawing together synthesis reports of lessons learnt and best practices. 
  • Provide sound contributions to knowledge networks and communities of practice.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Finance: Financial planning and budgeting: Ability to create and manage processes to achieve UNDP’s long and short-term financial goals, including through planning, budgeting, forecasting, analyzing and reporting.

Required Skills and Experience

Education:

  • Secondary education is required. 
  • University Degree in Business Administration, Public Administration, Finance, Economics, or related field will be given due consideration, but it is not a requirement. 
  • Knowledge of IPSAS and/or IFRS will be considered as an advantage.

Experience:

  • Minimum of 7 years (with high school diploma) or 4 years (with bachelor’s degree) of relevant experience in administration or programme support services. · 
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.), data packages, and web-based management systems such as ERP. Knowledge of IPSAS and/or IFRS is required. 
  • Prior work experience in using UN /UNDP ERP systems is an advantage. 
  • Experience with UN system operations/finance processes reengineering is an advantage.

Language requirements:

  • Fluency in English and Ukrainian is required.
