Alinea International is recruiting an experienced Capability Assessment Expert to work with Programming, Resource Management and Capabilities Development and Management teams of the PROTECT2 project implemented by Alinea International in Ukraine and funded by the Canadian Department of National Defence.
About the Project. The Promoting Reform Objectives through Technical Expertise and Capacity Transfer Phase 2 (PROTECT2) is an international technical assistance project, which offers short-term expert (Ukrainian and international) deployment and capacity to strengthening defense sector of Ukraine. The project responds to the needs of Ukraine’s defence institutions and agencies and focuses on building strong analytical approaches in gender equality; women peace and security (WPS); social inclusion; defence governance and planning, capabilities development and resource management in defence. To support the delivery of outlined scope of work, PROTECT2 is looking for the Capability Assessment Expert.
The Capability Assessment Expert will perform tasks assigned in alignment with the approved Annual Work Plan. He/She will provide proactive, senior-level technical advice and expertise to the project management and liaise with working-level counterparts at the Ministry of Defence, General Staff and other relevant institutions, to ensure the timely implementation of the project activities.
Key Responsibilities
- Research, develop and present technical advice on Capability Based Assessment process for the deliverables of the apabilities Development & Management (CDM) component, as well as on Programming & Resource Management (PRM), Defence Governance and Planning (DGP) and Women, Peace and Security (WPS) as requested.
- Develop, update, and propose to the PROTECT2 Team leads inputs to PROTECT2 reporting for DGP, PRM and CDM, as well as WPS when requested.
- Collaborate with the PROTECT2 Gender Equality experts to fully enable the integration of gender-based analysis in his/her activities.
- Communicate and integrate into the work of PROTECT2 the expertise of the international advisory team of PROTECT2, including Senior Defence Adviser.
- Provide expertise on Capability Based Assessment as well as other the issues related to the transformation of the defence and security sector in alignment with the best Euro-Atlantic practices and principles.
- Advise the Project and Technical Director and Team leads on challenges and opportunities emerging over the course of project implementation, as well as networking with the Ministry of Defence and the Armed Forces of Ukraine.
- Provide advice to PROTECT Program management relative to security and defence sector developments in Ukraine and preparing thematic reports when requested.
- Assist in the planning and execution of events (workshops, seminars, conferences, etc.), to deliver activities indicated in the Annual Work Plan in concert with the relevant organizations within the Government of Ukraine, in accordance with the approved approach and methodology in a manner designed to achieve the objectives of the project;
- Deliver other related products under the guidance of the respective team leads when requested.
Academic Qualifications and Experience:
Mandatory:
- Master’s degree in Security Studies, Defence Management, or a related field
- Minimum 3 years of experience in defence capability planning and assessment
- In-depth understanding of Ukraine’s defence and security priorities and capability gaps
- Knowledge of capability-based planning methodologies and assessment frameworks
- Fluency in Ukrainian and English languages
Desirable:
- Familiarity with best practices in capability planning and requirements analysis
- Experience conducting research and assessment of defence capabilities
- Skilled in various research methodologies and data analysis approaches
- Experience in conducting training/speaking at public events;
- Experience in governance, international organizations, reform projects at the governmental level;
- Experience with reputable management consultancy firms or think tanks.
