Chemonics International Inc. is looking for a qualified professional to fill the position Human Resources Speciаlist.

BACKGROUND: The eight-year USAID Democratic Governance East (DG East) Activity aims to strengthen the connection and trust between citizens and their government in eastern and southern Ukraine by promoting an inclusive civic identity and common civic values and addressing the divisive impacts and the consequences of the ongoing full-scale invasion of Ukraine. DG East works to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and to (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East activities are implemented across four regional portfolios and an office in Kyiv.
JOB SUMMARY: The Human Resources Specialist will support all human resource needs of the project as related to short-term and long-term Ukrainian and international staff and consultants. The Specialist will ensure seamless operations of all human resource processes, including recruitment, onboarding, approval requests, biodata documentation collection, review and verification, filing and reporting, and separation. The Specialist will work closely with Human Resources Manager and Regional Directors to lead short-term technical assistance (STTA) process and will stay in constant communication with HR Manager on all HR matters to guide proactive measures for a successful HR management.
REPORTING: This position reports to the Human Resources Manager.
PRINCIPLE DUTIES & RESPONSIBILITIES:
- Maintain proper human resource management process for the project, including recruitment, onboarding and offboarding, performance monitoring and review, and human resource issue management.
- Assist with the preparation of all personnel approvals and personnel-related deliverables, such as trip and assignment reports, submissions to USAID, working closely with technical staff and Regional Directors.
- Lead recruitment activities such as posting job announcements, coordinating interviews, filing all interview records, processing selected candidates (e.g., biographical data form processing and verification) in preparation for USAID approval and submission, preparing labor books and local Independent Consultant agreements.
- Ensure proper document flow related to HR matters, including HR trackers and SharePoint documentation updates and maintenance.
- Keep employee records up to date, such as personnel forms, contacts, contract amendments, and ensure proper close out of personnel files.
- Support liaising with GDIP on matters related to short and long-term employees and documents, including annual/sick/maternity leaves, and mobilization orders, if any.
- Develop and lead implementation of a human resource program in the areas of employee relations, benefits and welfare administration, policies and procedures.
- Provide input in the development of staff training events and other professional development programs.
- Coordinate employees’ performance management, assessment and improvement initiatives, as needed.
- Coordinate staff leave applications process and manage leaves of absence as per leave policy.
- Coordinate a health and life employee insurance in collaboration with the Human Resources Manager and Finance team.
- Ensure that the Chemonics International Inc. Field Personnel Manual and administrative policies, procedures, and manuals are disseminated and understood by all staff.
- Perform other duties as assigned by the Human Resources Manager.
SUPERVISORY RESPONSIBILITIES: None.
DUTY STATION: This position is based in Kyiv.
PERIOD OF PERFORMANCE: Long-term.
QUALIFICATIONS:
- University degree in Human Resources Management, Business Administration, humanitarian or related disciplines.
- Minimum of five (5) years working experience in a human resources or related position in a public or private sector organization, development NGO and/or international development partner organization.
- Strong working knowledge of Human Resources principles and accepted practices.
- A good understanding of USAID rules and regulations, employment practices, industrial relations and familiarity with Ukrainian labor laws.
- Strong leadership capabilities including organizational and problem-solving skills.
- Excellent interpersonal skills to form effective working relationships at all levels.
- High level of computer literacy.
- Ability to work independently, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image of the DG East program.
- Sensitivity to cultural difference and understanding of the political and ethical issues surrounding human resources management.
- Ability to manage sensitive issues and maintain a high level of confidentiality.
- Fluency in English.
