Title: Head of Technical Secretariat

Project name: Pilot Project on Urgent Interim Reparation (Ukraine)
Type of contract: Consultancy
Contract duration: 6 months (with a strong possibility of extension)
Work time: Full-time position (40 hours per week)
Reporting to: Country Representative in Ukraine
Technical supervision line: GSF Senior Advisor
Location: Ukraine, home based (ideally in Kyiv), with in-country travel

The Global Survivors Fund (“GSF”) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, Nobel Peace Prize laureates 2018. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors. GSF acts to provide interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. GSF advocates for duty bearers as well as the international community to develop reparations programmes. It also guides states and civil society by providing expertise and technical support for designing reparations programmes. GSF’s survivor-centric approach is the cornerstone of its work

Urgent Interim Reparation Pilot Project

GSF has been working with the Government of Ukraine, and in particular with the Office of the Deputy Prime Minister for Euro-Atlantic Integration of Ukraine and with the Government Commissioner for Gender Equality Policy on the implementation of a pilot project on urgent interim reparation for survivors of conflict-related sexual violence (CRSV) in Ukraine. T The goal of the project is not to wait any longer for survivors to access urgent reparation in the form of compensation. Survivors cannot wait until the war is over and pending the creation of a national reparation programme.

As part of the project various bodies are established among them is the Victims Identification Council, mandated to oversee and guide the identification of survivors that would receive urgent reparation under the pilot project. The work of the Council will be supported by a Secretariat made of researchers that will study relevant applications, contrast them against existing data, gather other data, and make recommendations to the Council on how to decideeach application. The success of the work of the Council depends, in part, on a strong Secretariat able to thoroughly and in a survivor centred manner screen applications.

Consultant’s responsibilities

The Consultant will be responsible for supporting the work of the Council on its consideration of applications for urgent interim reparation. To this end, key responsibilities include but are not limited to the following activities:

  • Lead a small team of researchers and verifiers who will be assessing the applications submitted by survivors of CRSV and conduct research needed to verify their accuracy and submit them to the consideration of the Council.
  • Work closely with the Chairperson of the Council, GSF Senior Advisor, and other members of GSF in conducting and systematising the research and victim identification process.
  • Organise verified applications to be submitted to the Council and present them during the Council sessions.
  • Coordinate with NGOs and with Government offices the exchange of information that could serve the research process.
  • Supervise the process of research and verification of applications, including their examination, analysis, and assessment against existing data, and define additional research needed to consider eligibility, according to the eligibility criteria and standard of evidence defined by the Project Supervisory Board and the Victim Identification Council.
  • Support creation and feed a centralised system of information and documentation of CRSV patterns, and practices that could be used to contract existing applications.
  • Contact relevant case managers in case of incomplete applications to ensure that applications are completed within a given period of time.
  • Make recommendations to the Council on applications received, substantiated based on the criteria applied by the Council,
  • Exchange non-confidential information with other relevant State institutions and civil society organisations about general patterns of CRSV.
  • Provide the Council with any information it requires to be able to carry out its mandate.
  • Coordinate the submission of the cases for further action by the Case Managers, either for obtaining additional information for the research process or to inform the applicant of the result of their application.

Requirements

Education and Experience

  • A bachelor’s degree in law, sociology, politics, journalism, psychology or similar area of expertise
  • A master’s degree and/or further training or equivalent experience in human rights law, transitional justice, documenting human rights violations, gender studies, CRSV prevention and response or similar related areas;
  • At least five years of progressive relevant experience working for government, international organisations, investigative media, or civil society organisations on documentinghumanrightsviolationsand/orinvestigation,and/orworking inthefield of SGBV or/and CRSV prevention and response
  • At least two years of experience as leader of teams and on management.

Other requirements

  • Fluency of Ukrainian language.
  • Ability to communicate and write in English would be an asset as this is the working language of GSF.
  • Professional demeanour and first-class communication skills.
  • Knowledge of conflict-related sexual violence in Ukraine would be an asset.
  • Experience working with databases or information systems would be a considerable advantage.
