The «DESPRO» NGO was founded in 2017 under the legal status of a nonprofit nongovernmental organization. NGO DESPRO has cooperated with SDC, USAID, the Hans Seidel Foundation, UNDP, Swiss Solidarity Fund, etc. NGO DESPRO has a broad experience and extensive portfolio in implementing of international projects on territorial communities’ development in Ukraine.
PURPOSE OF THE ROLE:
The Administrative/Finance manager will oversee and support activities related to finance according to NGO DESPRO policies and procedures, and ensure compliance of all related activities. He/she will be responsible for maintaining effective financial management of all the financial / accounting matters, providing financial information, support and inputs to planning, accounting, and reporting processes and undertaking financial analysis.
OBJECTIVES AND DUTIES:
- Manage financial and administrative implementation of NGO DESPRO activity;
- Ensuring adherence to the implementing projects rules and regulations, organization Statute and Ukrainian legislation;
- Budgeting of multiple international projects running simultaneously;
- Implemented projects executive budgets monitoring;
- Preparation of financial statements and reports of the implemented projects on a regular basis;
- Building up the budgets with multi-sources funding of NGO administrative needs for effective office operating;
- Bank payments proceedings;
- Contracts drafting;
- Supervise relevant staff;
- Maintain accounting records, record financial transactions;
- Prepare financial data for budgeting and financial planning;
- Prepare the money requests for the transfers to the project accounts in Ukraine
- Maintain ensure timely payments of staff and all other payments;
- Close cooperation with the outsourcing accounting company serving NGO DESPRO. Providing all support payment documents for proper booking and reporting on a regular basis;
- Avail all necessary information during internal and external audit processes as may be required by auditors;
- Ensure proper and safe filing of all records and finance supporting documents including but not limited to invoices, receipts, acts etc. and contracts signed within NGO DESPRO;
- Maintain close links to finance persons of projects donors;
- Participate in selection and recruitment of DESPRO specialists, experts and support staff;
- Conduct regular revision of finance and administrative procedures;
- Conduct regular financial monitoring of the project;
- Ensure proper and timely communication with local banks and tax authority when necessary;
- Provide other services of relevance for the implementation, given by the NGO DESPRO President and projects leaders.
QUALIFICATIONS:
- A minimum of five years of progressively experience in finance and accounting in terms of the job tasks and responsibilities outlined above;
- International Technical Assistance Projects and Ukrainian NGOs experience is a plus;
- Bachelor’s degree in accounting, or similar area; master’s degree is preferred;
- Excellent knowledge of MS Excel as well as electronic communications programs required;
- Working knowledge of English is required;
- Strong knowledge of Ukrainian legislation;
- Strong communication verbal and writing skills.
