MEAL Officer (Mykolaiv) – Intranet DCA (emply.com)
General purpose of the position
The Monitoring Evaluation Accountability and Learning (MEAL) Officer supports the MEAL Coordinator with the implementation of MEAL processes and activities throughout project cycles, overseeing monitoring of activities in the field and surveying of beneficiaries.
Main responsibilities and tasks
Monitoring:
- In close cooperation with the MEAL Coordinator, helps lead on the development and implementation of MEAL systems for DCA and partner organizations, ensuring accountability to donors and beneficiaries
- Develops and updates monitoring tools to facilitate accurate data collection, and provides assistance to DCA partners in such practices
- Ensures the timely implementation of MEAL surveys in the field as per MEAL plans, and supports in the data analysis of the surveys
- Participates in regular meetings with the programmes team to follow-up on programme implementation and adapt MEAL activities accordingly
- Ensure regular field visits to main locations where projects are implemented, to work with the MEAL Officers and to monitor DCA and partner’s ongoing programmes
- Trains and oversees enumerators when conducting surveys of DCA and partner beneficiaries
Data management:
- Ensures proper documentation of monitoring is uploaded and recorded in a systematic manner
- Supports the programme team with information management tasks and digital record keeping when needed
Learning:
- Collects field-level lessons learned and reports them back to the MEAL Coordinator
- Promotes all aspects of MEAL to support the creation of an organizational culture which prioritizes quality programming and ensures MEAL is understood and supported at both field and capital office level
Accountability:
- In coordination with the MEAL Coordinator, supports on the development of the mission’s Complaint and Response Mechanism (CRM)
- Raises awareness about the CRM in the field, when necessary
- Reports any sensitive complaints immediately as per DCA’s SOPs
- Ensures external accountability to donors through the implementation of timely and quality MEAL activities leading to timely and accurate reporting
Work with Partners:
- Liaises with partner organizations to arrange visits of their activities to conduct on-site monitoring
- Helps partner organizations in conducting surveys
Required profile and experience:
Education
- University Degree in a related field
Professional Experience
- 2 years of relevant work experience
- Preferred: previous working experience with NGOs in humanitarian contexts
Professional Requirements
- Excellent computer literacy (Word, Excel, Power Point)
- Strong background in data collection, data analysis and presentation
- Excellent written communication and reporting skills
- Preferred: experience in data analytics tools and strong technical skills in database management
Languages
- Fluency in Ukrainian (written and spoken)
- Preferred: Ability to work in English

- Strong motivation and adherence to the humanitarian principles and the mission of DCA
- Availability to travel within Ukraine, especially to field locations (particularly in remote areas of Mykolaiv and Kherson Oblasts)
- Strong attitude for teamwork and collaboration
- Confidentiality, respect, and non-discriminatory attitude
- Strong planning and organizational skills
- Ability to work well under pressure
Work related travels are expected in this position.
