Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Strengthening Communities in South and East Ukraine through Localized Action (EMPOWER)” to fill the position:
Financial Specialist (full-time, Kyiv)

Due to the widespread destruction of essential basic services in Ukraine, more than 14.6 million people, including 3.7 million internally displaced persons (IDPs), are in dire need of assistance, particularly in the eastern and southern regions.
To address the pressing need for comprehensive support, the new Multi-Donor Action “Strengthening Communities in South and East Ukraine through Localized Action (EMPOWER)” is planned. The project will be financed by the Federal Ministry for Economic Cooperation and Development (BMZ) through Transitional Development Assistance (ÜH) funds and receive co-financing from EU with a total commissioning value of up to 12.5 Mio. EUR. The objective is to provide essential assistance to populations particularly affected by the war in selected regions of South and East Ukraine (6 oblasts) with a focus on war-affected population and vulnerable groups. The project will be implemented along the Humanitarian-Development-Peace (HDP) Nexus with a strong focus on the localization agenda, enabling local partners to expand and improve basic service provision and promoting local ownership.
The project is part of the GIZ Ukraine Resilient Society Cluster. The duration of the Action is scheduled from 01.06.2024 to 31.12.2026.
We are seeking a qualified Financial Specialist who possesses strong financial acumen, attention to detail, and a solid understanding of accounting principles. S/he will be responsible for performing various financial tasks, including budget planning, expenditure monitoring, reconciling bank statements, and overseeing invoice management.
Tasks
The Financial Specialist performs the following tasks:
- Ensures smooth function of financial administration in accordance with GIZ standard procedures.
- Effectively coordinates with the staff of the finance team in Resilient Society Cluster, an in the GIZ Country Office or the GIZ Head Office, if required.
- Manages annual/monthly financial planning (PFM), monitoring, and accounting for the assigned projects.
- Creates payments via online banking for approval by the respective supervisor.
- Performs financial planning, monitoring, and accounting for GIZ-assisted projects.
- Monitors income, expenditure, and the monthly bank reconciliation.
- Maintains financial monitoring, project bookkeeping and financial planning applying according tools.
- Files month-end closings.
- Initiates the financial planning and reports the monthly budget requirements of the project following deadlines set.
- Monitors real accounts (payables, receivables) and reports regularly to the line manager and/or officer responsible for the commission.
- Monitors payment schedules according to contracts with third parties in coordination with the senior finance manager and/or cluster controller.
- Conducts an initial arithmetic calculation of third-party invoices.
- Ensures the correctness of invoices submitted by third parties.
- Provides an inventory of the project assets according to GIZ rules and procedures.
- Consults recipients of local subsidies and partners of GIZ in terms of invoice handling and preparation of financial reports.
- In close cooperation with procurement and finance units regularly updates the finance and procurement tools applicable for respective project.
- Performs other duties and tasks at the request of management.
Required qualifications, competences and experience:
- University degree in relevant specialization and qualification in finance, accounting, business administration, or other relevant fields.
- At least 3 years of professional experience in a comparable position.
- In-depth knowledge of accounting software, WinPACCS, SAP, onSite Operations, onSite Reporting is an asset.
- Good working knowledge of ITC technologies (related software, phone, email, internet) and computer applications (e.g. MS Office).
- Confidential handling of data and information.
- Very good knowledge of English; Ukrainian native level required; knowledge of German is an asset.
- Willingness to upskill as required by the tasks to be performed.
- An independent and result-oriented approach, flexibility, self-organization and ability to withstand stress as well as intercultural competencies.

Employment conditions
The assignment starts as of 01.06.2024. Full-time position with 40-hours working week. Place of duty: Kyiv with partially remote mode. For now, the contract duration is till the end of 2025, with a probability for prolongation.
