Summary:   

The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.    

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead inclusive national recovery and revitalisation in the context of Russia’s aggression. This outcome is designed to facilitate rebuilding a more resilient, socially cohesive, inclusive, independent, democratic, sovereign, and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

Senior Finance Assistant Responsibilities Include:

· Supports accounting and financial operations for the Ukraine PFRU programme and individual projects.

· Review all payment requests generated by the program, ensuring that all back-up documentation and approvals are available for transactions and saved properly in the files. Responsible for maintaining proper financial data and financial files.

· Proactively identify errors and/or missing documentation to ensure compliance of financial documentation.

· Ensures all necessary taxes are withheld from applicable payments based on country requirements.

· Carry out correct and timely payments to vendors and service providers in online bank system.

· Prepare bank payment orders in CitiBank, prepare currency conversion orders, monitor cash balances in bank.

· Assist the Accountant with auditing of expenses, bank deposits, issuing payments to vendors, as well as ensuring proper stewardship and accounting of funds for in-kind and cash grants, other program activities, and program operations, review of expense reports and travel advances.

· Conducts petty cash reconciliation and replenishment as applicable.

· Assists the Accountant with reviewing documentation and calculations such as for expense reports, invoices, travel advances, cash advances, and contact with vendors as needed.

· Works with the procurement team to ensure that internal policies are followed as it relates to financial documentation in the procurement process.

· Works with the fund team to ensure that internal policies are followed as it relates to financial documentation in the funds process.

· Assists in compiling and reviewing timesheets so that payroll is processed in a timely and accurate fashion.

· Assist the finance, HR, and administration team with ensuring all financial documentation is filed securely in both hard copy and scanned and saved in project digital files.

· Assists with financial monitoring and analysis of actual costs versus obligated or forecasted disbursements as needed.

· Maintain different trackers such as payment tracker, travel tracker, productive days tracker, annual leave balances, etc. Assists with financial tracking of any contracts and agreements as needed.

· Tracks VAT expenditures for all applicable vendors and ensure forms are submitted to Tax Authorities.

· Assists with bank reconciliation.

· Prepare letters, correspondence, requisitions, and other forms of documents of consequence to be signed by management.

· Performs other tasks as assigned by the Accountant, or Finance and HR Director, or Deputy Team Leader, or equivalent.

Qualifications: 

· Bachelor’s degree in accounting field preferred, two to four years of experience in working in finance for a FCDO or other donor-funded projects preferred.

· Experience working in online banking system is required. Knowledge of CitiDirect system is preferred.

· Experience working with international donors strongly preferred.

· Computer literacy in word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word, Excel, and PowerPoint) is necessary

· Excellent verbal and written and communication skills.

· Demonstrated versatility, and integrity.

· Ability to work in a professional manner with fellow staff members, visitors, and the public.

· Fluency in Ukrainian, English is required.

Reporting

The Senior Finance Assistant will report to Accountant.

Duration of Assignment: Full time through 30 November 2024

Location of Assignment: Kyiv (Ukraine)
