Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-Time, April 2024 – March 2025.
For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
Citizenship: Ukraine.
Language Requirements: Fluency in Ukrainian and Russian, English.

Project Description: SDA is two-year investment by His Majesty’s Government of the United Kingdom aimed at providing support to the Ukrainian Ministry of Defence and the Armed Forces of Ukraine, through a range of technical assistance and capacity building. This is provided primarily through four core Ukrainian CSO/NGO partners, and with the support of Alinea International on technical direction and the provision of international expertise.
The key programme objective is to strengthen defence systems and structures, improve military-industrial governance, and promote civilian security and democratic control over the AFU to help Ukraine effectively repel Russian aggression, counter Russian narrative, and eventually integrate into NATO.
About the Work: We are seeking a gender and conflict sensitivity specialist who will assess gender across pillars and conduct research, stakeholder mapping, and analysis to identify emerging issues related to conflict dynamics. The person will maintain awareness across the programme lifecycle, reviewing activities, supporting partners, and providing guidance through a conflict and gender lens. He/she will produce written updates, conduct interviews, and supply monitoring data to ensure the programme integrates conflict sensitivity and the Women, Peace and Security agenda. Utilizing your expertise in conflict analysis, gender issues, and knowledge of Ukrainian civil society, you will play a vital role in promoting inclusive and sustainable defence reform.
The Role:
· Implement key findings from the comprehensive gender analysis, developed by the Project in Q4 2023-2024 to identify gender inequalities, risks, and opportunities within the defence and security sector in Ukraine.
· Develop and implement a gender mainstreaming strategy and action plan to promote gender equality across all programme activities.
· Provide technical advice to ensure programme design, implementation, monitoring and evaluation are gender-responsive and aligned with international laws/policies on women’s rights.
· Facilitate gender trainings and capacity building for project staff, partners, and beneficiaries on topics such as gender mainstreaming, prevention of sexual exploitation and abuse, integrating a gender perspective, etc.
· Maintain mapping of relevant gender stakeholders, including gender focal points, women’s organizations, and gender experts.
· Establish partnerships and coordinate with local women’s rights organizations, gender experts, and gender focal points within the government and military.
· The successful candidate may also be required to support with research on specific gender issues: women’s participation, prevention of gender-based violence, and the implementation of the Women, Peace and Security agenda.
· Integrate gender perspectives into conflict analysis, ensuring gender-based violations and the unique experiences of diverse women are captured.
· Support partners in developing gender-responsive policies, codes of conduct, and accountability mechanisms related to gender equality.
· Monitor and report on gender equality results using gender-sensitive indicators and sex-disaggregated data.
· Provide guidance to ensure gender is reflected in procurement, budgeting, communications, and other organizational practices.
· Other gender-related tasks as required to achieve transformative and sustainable gender equality results.
· Coordinate with International Gender Advisor (if such role is engaged to the Project).
· Support with political economy analysis and conflict sensitivity processes across the project.
· Engage with the Conflict and Gender Sensitivity advisor to implement the strategy.
· Conduct gender audit of the project activities on as needed basis
Required Qualifications: The candidate is expected to meet the following requirements related to her/his qualification, skills, and professional experience:
· Ukrainian native speaker, proficient in English drafting and speaking.
· Master’s degree in gender studies, human rights, international development or related field.
· 5+ years of experience in gender mainstreaming and women’s empowerment programming.
· Expertise in gender analysis, gender-responsive monitoring and evaluation.
· Knowledge of international laws/policies on women’s rights and gender equality.
· Knowledge of conflict, gender issues, and Ukrainian civil society.
Desirable:
· Experience working in the security/defense sector on gender issues.
· Training skills on gender mainstreaming and prevention of sexual exploitation and abuse.
· Knowledge of Ukrainian defense ministry structures.
