Background

Since the escalation of the war in February 2022 (hereafter, the “war”), Ukraine has been facing unprecedented threats to human security— thousands of women, men, and children have lost their lives, all sorts of life-line infrastructures have been destroyed, and millions of people have been forced to leave their homes. There are no prospects for a ceasefire or peace in near future and the negative impacts of the war in Ukraine have been spreading to global peace and security. 

The primary objective of the project is to contribute to bringing transformational recovery from widespread death, destruction, displacement, and suffering caused by the war in Ukraine and to promote Human Security in Ukraine by undertaking concerted immediate actions against interconnected and multidimensional threats that Ukraine is currently facing. To maximize positive results for transformational recovery, the project interventions will focus on the following 6 priority thematic areas for the project outputs, based on the three principles of human security, namely, i) freedom from fear (threats to the safety of people); ii) freedom from want (threats to basic needs); and iii) freedom to live in dignity (access to services and opportunities) through promoting protection, empowerment, and solidarity. 

In this context, UNDP is recruiting the Business and Human Rights Advocacy Analyst, who will be responsible for the business liaison and human rights advocacy. The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.

Duties and Responsibilities

Under the direct supervision of the Human Rights & Access to Justice Project Manager, the Business and Human Rights Advocacy Analyst will be responsible for the following key tasks:

Conduct awareness-raising, capacity development and advocacy activities, focusing on the achievements of the following results: 

  • Draft reports or conduct quality control over research, highlighting key issues, trends, emerging opportunities, risks, potential project partners, and entry-points for the country;
  • Facilitate consultations at national level with NHRI, CSOs, business and government representatives; 
  • Design and implement training, campaigning, and advocacy efforts as necessary;

Work with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector firms and civil society organizations in the specific thematic areas based on the strategic goals of UNDP Country Offices, country needs and donors’ priorities:

  • Deliver presentations/workshops to the UN Country Team to raise awareness and build partnerships at the national level.
  • Support the organization of national events on Business and Human Rights and other relevant areas to supportknowledge building andexchange of best practices;

Provide technical support, knowledge and expertise to governments in developing policy documents and regulatory guidance, focusing on the achievements of the following results:

  • Facilitate the training of government representatives on Business and Human Rights to support institutional knowledge and capacity development;
  • Facilitate discussions on key country-specific issues that can be incorporated into National Action Plans;
  • Provide comments and further recommendations based on relevant Business and Human Rights researches (National Baseline Assessment, other relevant researches); provide suggestions regarding development of the National Action Plans on Business and Human Rights, or other policy instruments;
  • Support research to showcase best practices in the field of business and human rights, and any other research required to support promotion and understanding of the UNGPs and its varied applications;
  • Provide guidance to stakeholders on human rights due diligence best practices;
  • Engage with stakeholders on access to remedy initiatives.

Provide general services to project implementation:

  • Provide inputs for preparation of work-plans, periodic narrative progress reports and expenditures status reports for all relevant projects;
  • Prepare records/briefs/documents on relevant CO-led activities, issues, and risks;
  • Gather all information necessary for monitoring and reporting on activities from the planning to the evaluation stages;
  • Elaborate necessary documentation (concept notes, briefs, fundraising considerations) to operationalize and steer programmatic initiatives and activities;
  • Advocate and facilitate knowledge building and management and communication in line with EU and UNDP guidelines.

Interact closely with UNDP personnel in preparing summary and analytical documents, including reports, notes, talking points and other sensitive and confidential official communications.

Foster effective working relations with UNDP colleagues and counterparts, Government representatives, legal service providers, civil society representatives, academic and research institutions, and other national and international partners on information-sharing policy, and coordination matters. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

  • Institutional Arrangement

The incumbent will work under the overall supervision of the Programme Specialist, DG (Team Leader), and direct supervision of the Human Rights & Access to Justice Project Manager and in close coordination with other portfolios and all UNDP Country Office (CO) team, promoting client-oriented approach and compliance to UNDP rules and regulations

Required Skills and Experience

Education:

  • Advanced university degree (Master’s Degree or equivalent) in Law, Political Sciences, Public Policy, International Development, Social Sciences, or related areas is required.
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above, in combination with additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Up to 2 years (with Master’s degree) or 2 years (with Bachelor’s degree) of relevant experience at the national or international level in project/programme support and/or policy development in the fields of human rights and good governance.

Required Skills:

  • Demonstrated ability to engage with senior officials/governmental decision-makers
  • Experience in excellent legal drafting
  • Demonstrated experience in excellent analytical and reporting skills 
  • Demonstrated strong coordination and organizational skills 
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages

Desired skills in addition to the competencies covered in the Competencies section:    

  • Experience in working or liaising with governments, business, civil society on human rights issues will be an asset.
  • Experience in elaborating strategic documents, analytical papers/research will be considered as a strong asset.
  • Previous experience within UNDP or other UN agencies, or other international organizations will be considered an asset.

Required Language(s):

  • Fluency in English is required.
  • Fluency in Ukrainian is required for local staff.
