International Development Group LLC (IDG) is US based international development consulting firm that assists donors, governments, and the private sector to achieve sustainable, broad-based economic development and poverty reduction. International Development Group LLC is seeking qualified candidates for the role of Budget and Expenditure Management Advisor for an upcoming 5-years USAID Ukraine Public Financial Management (UPFM) project that is expected to be launch in October 2024. 

The purpose of the Ukraine PFM project is to support the Government if Ukraine (GOU) in building effective public financial management institutions, processes, and systems for the implementation of its reform agenda in a way that will promote inclusive and sustainable economic recovery and growth and move Ukraine along its path to the EU integration.

Accounting and Audit Advisor will be responsible for managing and overseeing the provision of technical assistance and advisory services designed to support relevant GOU institutions to effectively manage public finances, to provide targeted technical support to selected line ministries in budgeting and expenditure management, and to enhance public-private dialogue on PFM reform areas.

This position is full-time based in Kyiv. The actual period of performance of the position will be determined when the project is awarded by USAID.

Principal Duties and Responsibilities:

• Provide technical direction for accounting and audit reforms.
• Analyze accounting and audit systems to identify gaps and areas for improvement.
• Provide targeted technical support to the Supreme Audit Institution (SAI), audit departments of the Ministry of Finance (MOF) and other relevant line ministries and agencies as appropriate to identify actionable reforms to improve accounting and audit functions.
• Strengthen capacity of local stakeholders and government officials to carry out accounting and audit reforms beyond the life of the project.
• Provide accounting and audit training to Ukrainian counterparts in MOF, line ministries, and other relevant agencies.
• Support the Chief of Party with the reporting requirements for the project component(s) related to accounting and audit.
• Other duties as requested.

Qualifications:

• A minimum of 7 years of relevant professional experience required in the technical area of accounting and audit.
• Certified Public Accountant (CPA) certification is encouraged but not required.
• Bachelor’s degree from a recognized university in accounting, audit, economics, public administration, business administration, public policy and management, social sciences, or a related field. Advanced degree is preferred.
• Working experience in Ukraine is required.
• Working experience in Eastern Europe or, and other conflict/post-conflict countries is preferred but not required.
• Professional level of verbal and written fluency in English and Ukrainian is required.
