Project Summary:
The Monitoring, Evaluation and Audit Services for Reporting (MEASURE) in Ukraine Project provides the U.S. State Department (DoS) with monitoring services to monitor the delivery and use of U.S. foreign assistance in Ukraine. The project will involve working with grantees to develop monitoring plans identifying performance indicators to report progress, compiling submitted data into reports for State Department review, and overseeing visits to sites where U.S. assistance is being utilized to verify assistance is being used as intended.

Position Summary:
The Sectoral Subject Matter Experts (SMEs) will work closely with the project Chief of Party and Monitoring and Evaluation (M&E) Specialists to provide expert opinions on sector-specific projects. The Experts will play a crucial role in informing and shaping MEASURE’s initiatives. Each SME will cover one or more of the following focus sectors for M&E exercises: economy and food security, governance and anticorruption, civilian security sector and cybersecurity, health (including psychosocial support), energy, climate change, natural resources, and the environment, media, civil society, and human rights, as well as justice, the rule of law, and war crimes. The assignments might be related to field monitoring visits or evaluations, in addition to USG agencies’ M&E frameworks. Assignments may last from days to weeks.
Responsibilities:
- Design, plan, lead, or support evaluations.
- Design, plan, lead, or support field monitoring exercises.
- Support USG agencies and implementing partners (IPs) in developing M&E frameworks, logic models, indicators, and other M&E-related documentation to help them continue to assess their progress toward achieving their goals.
- Review data collection instruments and processes to ensure that collected data is valid, reliable, and timely.
- Support the design and implementation of evaluability assessments for clusters of projects.
- Design and perform data quality assessments.
- Support the development of terms of references for evaluations and oversee the work of short-term experts involved in the evaluations.
- Design and implement primary data collection through observations, key informant interviews, and focus groups at partner assistance sites to ensure partner interventions are being implemented as designed and partner data collection approaches are being implemented in the field with sufficient rigor to assess results where necessary.
- Analyze data and synthesize research findings into succinct reporting.
Qualifications:
- Bachelor’s degree required.
- Minimum five years of experience in M&E required.
- Experience with sectors such as economy and food security, governance and anticorruption, civilian security sector and cybersecurity, health (including psychosocial support), energy, climate change, natural resources, and the environment, media, civil society, and human rights, as well as justice, the rule of law, and war crimes preferred.
- Experience with USG-funded development programs and MEL systems for USG-funded programs is required.
- Familiarity with donor-funded programming in Ukraine is desirable.
- Proficiency in English, Ukrainian, or Russian is required.
