EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
The Business Development Lead is a key DTA leadership role that will support digitalization for economic revitalization and enhance the development of small- and medium-size enterprises (SMEs). The Lead will analyze and reengineer market access regulations for future digitalization in close collaboration with the Interagency Working Group for the Deregulation of Business Activity. The Lead is expected to facilitate a comprehensive review of regulatory instruments to assess their impact on businesses, identify high-priority business registration and licensing services for transformation into eServices, help reduce the administrative burden on businesses, and improve the transparency of government stimulus programs. The Lead will also support expansion of the Regulatory Policy Portal, development of risk management systems to shift Ukraine from an inspection model to a risk management approach, and creation of a registry of entrepreneurs to manage private sector stimulus tools more effectively.
Essential Functions
- Lead the transformation of business registration and licensing services from paper-based to digital formats.
- Conduct in-depth analysis of market access regulations focusing on their reengineering and future digitalization.
- Facilitate a comprehensive review of regulatory instruments to evaluate their impact on SMEs and determine their utility for the market and burden on businesses.
- Prepare detailed proposals for the digitalization of key regulatory instruments.
- Assist with the development of draft regulations aimed at abolishing outdated regulatory barriers, establishing clear rules for business, and simplifying public services.
- Regularly monitor the progress of deregulation and digitalization initiatives and report on their impact to relevant stakeholders.
- Actively advocate for the support and growth of SMEs through regulatory reform and digital transformation.
- Support the development of the Diia.Business platform, advocate its adoption among businesses, and facilitate the Future Perfect educational program.
- Collaborate with unemployed individuals, internally displaced persons (IDPs), veterans, and other diverse groups, facilitating their reskilling and upskilling to equip them for new job opportunities.
- Work closely with business associations to identify priority regulatory burdens to be targeted for simplification and digital reform.
- Ensure efficient and timely delivery of DTA implementing partners’ activities and deliverables.
- Engage with various stakeholders, including government agencies, SMEs, business associations, and the media to communicate and align on deregulation and digitalization efforts.
- Lead a team and provide technical guidance for the Business Development component of DTA, including managing external consultants and vendors.
- Liaise with the Business Development component implementing partners and recipients to ensure smooth and productive cooperation. Conduct regular partner meetings.
- Track program activities and inform management timely of delays or emerging risks, if any.
- Present and promote Business Development component activities at the regional, national, and international level.
- Contribute to annual work plans and program monitoring, evaluation, and reporting; ensure that timely and accurate program information is provided upon donor request.
- Contribute to the development of the annual budget for the component and monitor its execution.
- Monitor progress toward component outcomes and assist with data quality control.
Education
- Bachelor’s degree in business administration, economics, public policy, or a related field; an advanced degree or certifications in these areas preferred
Qualifications/Experience
- At least five years of experience leading digital transformation projects, particularly in transforming traditional business processes into digital platforms.
- A strong understanding of business operations, economic principles, and market dynamics, preferably with a focus on SME development and deregulation.
- Extensive professional experience in the private sector or with business associations and a demonstrated ability to effectively manage staff.
- Proven experience in analyzing, reengineering, and proposing changes to market access regulations and business-related policies.
- Understanding of public policy, government procedures, and the legislative process, particularly in the context of business deregulation and SME support.
- Familiarity with digital tools and platforms related to regulatory processes, eServices, and risk management systems.
- Strong interpersonal skills and the ability to establish and maintain excellent relations with Government of Ukraine beneficiaries, Ukrainian partners, USAID, other donors, and other implementing partners operating in the country.
- Strong analytical abilities with a problem-solving mindset, essential for assessing regulatory impacts and developing practical solutions.
- Fluency in Ukrainian and English required.
