About us
The HALO Trust is the world’s oldest and largest humanitarian mine action organization with 8,500 staff in 28 countries and territories. We lead the effort to protect lives and restore livelihoods for those affected by conflict. We remove landmines and make safe other weapons such as cluster bombs, stockpiles of small arms and improvised explosive devices (IEDs). Since the beginning of operations in Ukraine in early 2016, HALO has grown into the largest international mine action operator in the country.
HALO currently employs approximately 1200 national staff across the Kyiv, Kharkiv and Mykolaiv region, conducting survey and marking of hazardous areas, risk education, and clearance operations. HALO in Ukraine is going through a period of large expansion and scaling up its operations across Ukraine, both in terms of geographical locations and staff numbers.
JOB TITLE: Head of Communications
LOCATION: Brovary
Tasks and responsibilities
· Develop and implement a cohesive, fully costed communications plan aligned with the programme’s goals and HALO’s global strategy.
· Ensure HALO Ukraine’s messaging and narrative are responsive and take account of programme dynamics and the evolving conflict.
· Manage a dedicated communications team of four people, fostering a collaborative and innovative work environment.
· Work with HALO Global Comms team (based in the UK) to ensure alignment with global communications goals, messaging and brand.
· Integrate the HALO Ukraine Communications team and function effectively across HALO Ukraine and with HALO Global Comms/HALO USA, ensuring alignment on systems and processes.
· Lead and oversee our digital communications in Ukraine, to build our web presence and grow our following/engagement across HALO Ukraine’s social media channels.
· Monitor, measure and analyse metrics, sharing lessons and recognising success.
· Ensure HALO Ukraine’s Comms team is making the best use of technology/software to maximise efficiencies and performance.
· Expand and strengthen HALO’s relationships with media in Ukraine.
· Pro-actively seek opportunities to raise awareness of our work and staff in Ukrainian media outlets.
· Oversee the efficient running of HALO Ukraine’s media relations, working closely with Global Head of Media.
· Be prepared to act as a spokesperson for HALO Ukraine as required, ensuring you and other spokespeople are on message.
· Ensure that HALO Ukraine senior management team has lines to take on all potentially controversial issues.
· Oversee delivery of impactful campaigns in Ukraine.
· Commission/manage agencies to deliver projects (e.g. advertising campaigns) that will help to raise awareness and build brand recognition in Ukraine.
· Work closely with Partnerships Team to align on comms expectations attached to donor proposals and meet the requirements of our government and private donors.
· Establish a fit-for-purpose internal communications infrastructure that enables news, information and inspiring content to be shared in a timely way across the programme.
· Manage crisis communications in-country, aligning with Global Comms where required.
· Support the HALO Ukraine Programme Manager and work with other department heads to achieve the realisation of the programme’s strategy.
Requirements
Qualifications and skills
· Fluent in English and Ukrainian
· Degree in communications, PR, journalism or marketing
· Extensive, demonstrable experience in a senior comms/PR role
· Exceptional written and verbal communication skills
· Strong familiarity with the media landscape in Ukraine and globally
· Solid understanding of digital communications including website content management, SEO and social media engagement
· Good awareness of global geopolitics and the needs and sensitivities of donors
· Experience of working as a spokesperson in a conflict zone
· Familiar with Microsoft Office suite; able to adapt and adopt new tools quickly

Working condition:
- Fixed-term contract for 12 months ( 3 months probation) .
- Schedule 5/2, 08.00 – 17.00 .
- 24 days of annual leave.
- Office work, low physical activity.
- Use of a personal computer and office equipment.
- Up to 20% of the working time is spent on business trips.
- Daily allowance 670 UAH paid during business trips.
