DAI is seeking highly qualified candidates to occupy full-time Digital Transformation Officer position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.
Project Background
The USAID Promoting Integrity in the Public Sector Activity (Pro-Integrity) will concentrate on addressing three narrow development challenges within its manageable interest and influence to overcome corruption risks at the national institutional level, local government level, and related to Ukraine’s recovery and reconstruction. Specifically, these include:
- Anti-Corruption Institutional Challenges: Nascent anti-corruption institutions facing depleted human resources and budget austerity during wartime face challenges guaranteeing adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses.
- Weak Anti-Corruption Controls in Local Government: Weak anti-corruption compliance and control measures in local communities, depleted human resources, and humanitarian emergencies during wartime challenge adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses at the local level.
- Recovery and Reconstruction Corruption Risks: Unresolved corruption risks due to the lack of internal control, non-transparent procedure, and weak civil oversight over key reconstruction processes, including infrastructure restoration, asset management, and environmental recovery, create risks for transparent and accountable reconstruction and recovery.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with the mission and U.S. government strategy.
Position Description
The Digital Transformation Officer will help to plan and oversee the development/implementation of the digital solutions aimed at enhancing the transparency of Ukraine’s recovery and reconstruction and related areas (natural resources management, assets tracing, recovery and management, etc.) of the governmental stakeholders under the Objective 3 of the Pro-Integrity project. The Officer will work closely with the Pro-Integrity CDTO and the procurement team, as well as stakeholders’ representatives, to foster efficient project delivery from design to planning and execution. The Officer is expected to support the creation and expansion of digital systems and play a key role in driving the adoption and training of government officials and stakeholders in using these digital solutions, contributing to their sustainability and effectiveness of reconstruction efforts.
KEY DUTIES & RESPONSIBILITIES
- Support recipients under Objective 3 in identifying and describing their needs for digital products and services, describing and analyzing business processes, and formulating the concept of digital solutions needed, their key functions, and technical requirements (in collaboration with the Pro-Integrity CDTO).
- Oversee the development and enhancement of digital solutions within Objective 3 of the project, including managing external consultants and subcontractors.
- Liaise with the Objective 3 implementing partners and recipients to ensure smooth and productive cooperation on development of digital solution. Conduct regular partner meetings.
- Ensure that digital initiatives comply with relevant laws, regulations, and industry standards.
- Track program activities and inform management timely of delays or emerging risks, if any.
- Contribute to annual work plans and program monitoring, evaluation, and reporting; ensure timely and accurate program information is provided upon donor request.
- Contribute to the development of the annual budget for the component and monitor its execution.
- Other responsibilities as assigned by the project leadership.
QUALIFICATIONS
- Bachelor’s degree in business administration, economics, public policy, cyber security, digital transformation, or information technology, or other related field; an advanced degree or certifications in these areas preferred.
- At least five years of experience in project management. Experience in the area of reconstruction or infrastructure development will be an advantage.
- Familiarity with the operating environment and main stakeholders in Ukraine regarding reconstruction, anti-corruption and digital governance efforts.
- Background in digital technologies and transformation will be an advantage.
- Experience working on or collaborating with USAID or other international donor-funded development activities in Ukraine is preferred.
- Strong analytical and interpersonal communication skills and an ability to work effectively within a diverse, multicultural team of staff, partners, and stakeholders.
- Proficiency with MS Office applications, such as Outlook, Excel, PowerPoint, and Word.
- Fluency in Ukrainian with excellent oral and written communication skills; professional proficiency in reading, writing, and speaking English.
