DAI is seeking highly qualified candidates to occupy full-time IT Assistant  position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

Project Background

The Promoting Integrity in the Public Sector Activity (Pro-Integrity) will concentrate on addressing three narrow development challenges within its manageable interest and influence to overcome corruption risks at the national institutional level, local government level, and related to Ukraine’s recovery and reconstruction. Specifically, these include:

  • Anti-Corruption Institutional Challenges: Nascent anti-corruption institutions facing depleted human resources and budget austerity during wartime face challenges guaranteeing adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses.
  • Weak Anti-Corruption Controls in Local Government: Weak anti-corruption compliance and control measures in local communities, depleted human resources, and humanitarian emergencies during wartime challenge adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses at the local level.
  • Recovery and Reconstruction Corruption Risks: Unresolved corruption risks due to the lack of internal control, non-transparent procedure, and weak civil oversight over key reconstruction processes, including infrastructure restoration, asset management, environmental recovery, create risks for transparent and accountable reconstruction and recovery.

The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.

Position Description

The IT Assistant is responsible for providing IT support for the project main and regional offices, including system installations, maintenance, support and technical advice. The IT Assistant is responsible for ensuring that DAI established standards set by the DAI home office are followed and that proprietary project solutions are fully functional, efficient and cost effective. The IT Assistant provides user support as needed.

Responsibilities also include the management and maintenance of LANs (Local Area Networks) in the program’s main office in Kyiv and field offices upon request from IT Officer and Operations Director. IT Assistant will ensure to maintain network security (antivirus and communication devices), and that end users have access to shared files, printers and email.

DAI’s Office of Information and Management Technology (OIMT) will provide the training, guidelines and technical support to IT Assistant

Key Duties & Responsibilities

  • Local network maintenance and installation (cabling, switches and NIC configuration TCP/IP, NAT, TCP/IP printing, windows network and domain services on TCP/IP);
  • WAN connectivity and maintenance (Internet connection and services, and devices configuration and maintenance);
  • Client computer hardware and application installation, configuration and maintenance (Laptops, Desktops, MS Windows 10 Pro and 11 Pro, MS Office
  • Suite, IBM Notes, O365 general use and troubleshooting, antivirus installation and troubleshooting);
  • User support and training;
  • Management and supervision of support provided by local companies (ISP or other provider or IT services);
  • Responsible for all the above-mentioned tasks in Project’s field offices;
  • Regular communication with the IT Officer regarding network, system hardware and software changes/issues/updates and user registration, updates and termination;
  • Provide assistance in procurement and evaluation of all technical equipment (including phones, copiers, etc., in compliance with DAI IT Standards and procedures);
  • Assist Operations team in properly inventorying IT equipment;
  • Maintain a good knowledge and understanding of all policies and procedures as set forth in the project’s Field Operations Policy Manual and DAI Operations Manual

 Qualifications

  • A bachelor’s degree, preferably in a relevant field of study such as computer programming, cybersecurity, information systems, software engineering, or other related field
  • A minimum of two (2) years of relevant professional experience in IT system administration, maintenance and user support
  • Personal computer support experience and knowledge of backup and restore services, physical and logical LAN and WAN infrastructure principles, and communications equipment and VPN services is required
  • Specific knowledge of and experience with Windows client operating systems, Outlook client or O365 services, and other relevant systems and software is required
  • Prior experience in administration and/or operations for a USAID- or other international donor-funded development project preferred.
  • Strong interpersonal communication and collaborative teamworking skills are required
  • Fluency in Ukrainian with excellent oral and written communications skills required; professional proficiency reading, writing, and speaking English preferred.
