Norwegian People’s Aid is a politically independent membership-based organization working in Norway and in more than 30 countries around the world. Founded in 1939 as the labour movement’s humanitarian solidarity organization, NPA aims to improve people’s living conditions and to create a democratic, just, and safe society. NPA’s international work covers three core areas: Mine Action and disarmament, Development and Humanitarian relief aid.

Norwegian People’s Aid (NPA) is opening a vacancy of a Project Officer: Gender Based Violence and Mental Health and Psychosocial Support with fluent English. The expected start date is 1 August 2024.

This position involves frequent business trips to the controlled territory of Ukraine. 

The Protection Officer (PO) has responsibility for providing technical support to and building the thematic capacity of NPA staff and civil society partners implementing SGBV prevention and response programming. Norwegian People’s Aid (NPA) has a range of partners – some with specific SGBV competency and some that have recently become SGBV practitioners. The PO will aim to contribute to the advancement of women’s rights and enhance access to quality specialized protection services to women and girls who are at risk of, or SGBV survivors.

DHC programme and projects in Ukraine include SGBV / MHPSS Protection components and are likely to expand in the future to include a broader range of humanitarian, development and resilience programming. 

The DHC PO is formally responsible to – and reports to – the Programme Manager. PO will play an important role in supporting the development of future programming.The Protection Officer will work closely with the Ukraine DHC Programme Manager, Programme Coordinator and Programme Assistant to understand the different needs of partners, develop and improve existing monitoring, evaluation and learning systems on protection and gender equality and play a key capacity development and accompaniment role for NPA staff and partner staff.

All responsibilities and reporting have to be carried out in accordance with the strategic objectives of NPA as set out in the NPA Strategy, Regulation for Delegation of Authority and other relevant procedures and guidelines in the Quality Management System and Programme Handbook, as well as approved local guidelines and regulations. Any deviation to the above has to be reported to, and approved by, NPA HO. Coordination and administrative follow up of the programme is carried out by the Ukraine Programme Advisor in the NPA Head Office.

The position is based in Kyiv, with travel across the country as required and approved by Security Department.

General responsibilities 

  • Responsible for technical advice and support for protection and gender equality activities in Ukraine, in line with NPA’s overall strategies, plans and policies and in coordination with and based on oversight and agreement by the PM. 
  • Support the NPA management, staff and local partners staff with developing best approaches to and implementing activities aimed at responding to – and the prevention of – SGBV in all its forms, gender equality, MHPSS and other protection related activities, as well as supporting women and civil society empowerment project development and implementation. 
  • Capacity and competency development of NPA DHC staff and partners. 
  • Be a resource person for NPA both in Ukraine and with the HO in relation to SGBV and gender equality and gender mainstreaming in the organisation. 
  • Contribute to fundraising and developing of new projects and pilot models for programming, including where protection and gender equality would constitute one pillar of an integrated approach. 
  • Fulfil any other duties as assigned by line management. 

Specific duties and responsibilities: 

Policy and Strategy:

  • Contribute to the strategic development and the overall institutional competence in line with NPA’s Humanitarian, Partnership and Gender Equality Policy(s) and NPA’s strategic objectives, values and principles. 
  • Be a resource person for NPA in Ukraine and with the HO in relation to SGBV, gender equality and gender mainstreaming in the organisation. 
  • Spearhead and coordinate with NPA teams implementation of the Gender Equality Policy in Ukraine. 
  • Advise NPA management on best approaches for mainstreaming protection in NPA programmes and dialogue and discuss options for improvement with partners. 

Programme quality and protection mainstreaming:

  • Provide practical, technical guidance and inputs into NPA Ukraine SGBV, Protection and gender equality programme elements throughout the project cycle. 
  • Refine NPA Ukraine’s approach in GBV, protection, gender equality, civil society development and other related programme elements. 
  • With Programme Manager’s/Coordinator’s support planning, implementation and monitoring of the technical elements of projects and set high quality performance targets ensuring adherence to technical/humanitarian standards, best practices, NPA strategic objectives, and donor guidelines. 
  • Provide technical guidance, inputs and quality control of the related programme elements, in line with the programme plans and in coordination with programme management, on implementing activities aimed at responding to and the prevention of SGBV, gender equality and other protection related activities, as well as with women and civil society empowerment. 
  • Provide day to day technical support to ensure project activities are implemented according to quality standards and donors’ requirements in all programme locations. 
  • Support development and assessment of proposals from existing or potential partners. 
  • Provide programme quality assurance including monitoring and evaluation, facilitation and training, mentorship and sharing of knowledge. 
  • Provide regular verbal and written updates regarding technical aspects of the projects and alerts in case of identified challenges. 
  • Facilitate communication and exchange of information between relevant stakeholders, particularly the GBV Sub Cluster. 
  • Contribute to effective monitoring, evaluation, reporting, awareness campaigns, learning and information management, identify improvements in line with quality standards/best practices and NPA Gender Equality Policy. 

Capacity development:

  • Train staff and partner staff in relevant GBV and MHPSS competencies such as needs assessments and monitoring, case work, humanitarian standards, gender approaches and other relevant topics as required. 
  • With the programme team and partners develop capacity development plans to improve the capacity and competency of partners on technical components (quality case management and MHPSS services) as well as capacitating them to carry out gender and do-no-harm assessments, and design relevant political, social and economic empowerment activities. 
  • Ensure ongoing follow up, mentoring, coaching, trainings and support to relevant NPA and partner staff on technical aspects of the programmes/project. If/when needed shadow programme staff to help them gain confidence and improve the capacity for work with partners. 

Other responsibilities:

Liaise with other agencies and organizations on relevant matters and attend GBV and other technical relevant coordination meetings on behalf of NPA. 

Required qualifications: 

Must have: 

  • Relevant university degree – for example in social work, psychology or law. 
  • Excellent Ukrainian language skills, both written and verbal. 
  • Good English language skills, both written and verbal. 
  • Good understanding of ICT systems and experience with MS Office applications, including Excel. 

Desirable: 

The following qualifications are desirable and will be an advantage, but are not requirements: 

  • Previous experience working in Ukraine or the broader region of eastern Europe. 
  • Knowledge and understanding of humanitarian aid policies and working with international donors. 

Experience:

Must have: 

  • At least 2 years of proven experience in Protection-related programme roles. 
  • Experience in Protection programming. 
  • Experience as a SGBV practitioner in state or NGOs projects or programmes. 
  • Understanding of humanitarian and resilience programming cycles and standards in complex emergencies. 
  • Strong experience working with local or national organisations in a partnership capacity. 
  • Exceptional interpersonal skills, with the ability to motivate and develop the competence of staff, as well as achieve results in collaboration with others. 
  • Strong experience as a facilitator or trainer. 
  • Good understanding of the current Ukraine context and the SGBV challenges impacting women and girls in particular. 
  • Proven abilities in communication, interpersonal relations, representation, negotiation, and liaison. 
  • Proven analytical and writing skills. 
  • Capability to work independently with minimal supervision. 
  • Ability to convey complex information in a manner that is easily understood by individuals without technical background.

  • Collaborative approach to work and engagement with colleagues and external stakeholders.
  • Self-motivated with integrity, initiative and ability to work proactively. 
  • Appropriate sensitivity to social and cultural diversity.

Additional Considerations: The Protection Officer is to abide by the policies and Code of Conduct of Norwegian People’s Aid and represent the organisation in a responsible manner.Special consideration should be given to the cooperation with the Management Team in terms of strategic and contextual analysis.As the situation in Ukraine is dynamic and the programme is under development, the scope of the position can be revised during the contract period if it is deemed that specific technical expertise is required to build up new programme components. Such revision will happen in close dialogue with the position holder

  • Monthly salary of USD 2000 before taxes. This salary shall be payable in Ukrainian Hryvnia at the exchange rate of the National Bank of Ukraine on the date of payment.
