NIRAS is looking for a Development Advisor for a Swiss-Ukrainian UCORD project.
This is a full-time position and it is expected that the successful candidate will become a permanent core team member.

Location: Kyiv, Ukraine
Expected start date: 01.08.2024

Background

Ukraine’s Cohesion and Regional Development Project, UCORD is a technical assistance project supported by Switzerland through the Swiss Cooperation Office in Ukraine (SDC) and implemented by NIRAS Sweden AB.

UCORD aims at citizens, businesses and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace and social cohesion in Ukraine. The project works in 6 pilot oblasts of Ukraine: Khmelnytska, Sumska, Ternopilska, Vinnytska, Volynska, and Odeaska oblasts as the starting points, targeting capacity development and awareness-raising initiatives spread through the whole country. UCORD consists of three components:

Component 1 embeds the regional policy development in Ukraine through supporting and strengthening the Regional Development Agencies (RDAs) in pilot oblasts.

Component 2 seeks to improve public services delivery in WASAW (water supply, sanitation and waste management) sector with a focus on the environment.

Component 3 aims at the construction of social cohesion through culture, dialogue and creative industries.

In this context, UCORD is looking to engage a Component 1 Lead – Development Advisor who is expect to perform the following tasks:

Management & Co-ordination

  • Report to Project Leader
  • Under the supervision of PL, efficiently manage and coordinate activities under component 1, including implementing partners.
  • Coordinate with all Component Leads in project activities implementation.
  • Develop a network with national, regional, and local authorities, the private sector, civil society, and academia for effective project implementation.
  • Ensure liaison with MinInfrastructure, MinEconomy, local government associations and other project stakeholders.
  • Plan and support effective policy dialogue to support regional development.

Strategic Support for Regional  Development

  • Support the transformation of RDAs into an inclusive platform for recovery, regional strategy development, implementation, and coordination, uniting the region’s public authorities, business, civil society, academia, and development partners.
  • Coordinate core funding and capacity-building support actions for contracted RDAs in the pilot regions to improve institutional and governance capacities.
  • Facilitate networking among RDAs to exchange experience and emerging practices.
  • Coordinate the provision of technical expertise to ensure that regions with RDA support can create comprehensive, inclusive strategies that address the diverse needs of regional stakeholders and promote smart specialisation.
  • Coordinate capacity-building actions to support regional stakeholders (inter-municipal partnerships) in developing and preparing project applications for funding opportunities.
  • Promote an understanding of EU Accession and EU Cohesion Policy.

Monitoring

  • Constant monitoring of the national and regional contexts and identification of new development opportunities that can be addressed by UCORD to increase the project impact.
  • Ongoing monitoring of progress and achievement of planned outputs and outcomes of component 1 in line with the results framework.
  • Provide other services relevant to implementation as stated in the Project Document.

 

Candidate Qualifications:

Education & Knowledge:

  • Primary degree in Economics or a related field.
  • Understanding of project cycle management principles, focusing on managing EU Funds.

Experience:

  • Minimum of 10 years of professional experience in territorial development (Local/Regional/Cross Border Cooperation)
  • Proven track record in managing and coordinating complex projects with multiple stakeholders.
  • Proven experience working with national and regional authorities, private sector entities, civil society, and academia.
  • Proven experience in the coordination/delivery of capacity-building actions.
  • A thorough understanding of EU Accession and EU Cohesion Policy is highly desirable.
  • Experience working with or in local and regional authorities is highly desirable.

Skills:

  • Strong leadership and management skills.
  • Excellent networking and stakeholder engagement abilities.
  • Effective communication, facilitation and policy dialogue skills.
  • Proficient in monitoring.
  • Fluency in Ukrainian and English.

 

Evaluation of response & selection

The proposal should contain the following documents:

  1. A short explanation of the applicant’s suitability for the assignment (maximum one A4-page)
  2. Up-to-date CV indicating relevant experience and qualifications, indicating at least three contact references.

The proposal should be submitted in English.

The selection will be done based on the expert’s competence and suitability – based on the requirements described above. Only short-listed candidates will be contacted to be followed by an interview with selection panel.
