 DAI is seeking highly qualified candidates for full-time Regional Office Team Lead role in Zhytomyr to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Interested candidates should submit their application through the following portal:

Project Background

DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.  The Activity has three objectives:

  • Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
  • Objective 2: More self-reliant subnational governance
  • Objective 3: Citizens play an increasingly influential role in local governance processes

Position overview

The Regional Office Team Lead will ensure that the management of the regional office is efficient. S/he will guarantee coherence and comprehensiveness of the HOVERLA interventions in the targeted areas and the fulfillment of expected activities and results, as detailed in annual workplans, as well as the achievement of indicator goals. The Regional Office Team Lead will coordinate the HOVERLA activities in the respective Oblast and supervise and support regional office staff.

Objectives and Duties

The Regional Office Team Lead will be responsible for, but not limited to, the following tasks: 

  • Deliver timely, detailed, and accurate updates on oblast-based activities that inform trip, activity, weekly, quarterly, annual, and final reports, the annual work plan, and other deliverables.
  • Assist in the development and review of such deliverables (the implementation plans, project guidelines, weekly/quarterly/annual reports, etc.) as requested.
  • Identify and contribute to success stories and good practices as required by USAID.
  • Maintain regular contacts and good working relations with different stakeholders on the regional and local level.
  • Work closely with and support the Grants Team on activity implementation; deliverable completion; and monitoring, evaluation and learning for provincial and local level grantees. Meet with grantees and provide support to the grants team as required.
  • Provide technical input on oblast/rayon and CTC profiles.
  • Assist the HOVERLA management in facilitating effective decision-making.
  • Participate in regular meetings with the HOVERLA Kyiv team to discuss technical, administrative, and staffing issues.
  • Maintain records of meetings and follow through as needed.
  • Oversee the field work done by the program and the grantees and ensure that lessons learned are cycled back into the program’s future work planning.
  • Provide capacity building opportunities to CSOs in the targeted regions based on methodologies agreed on with the Monitoring, Evaluation, and Learning (MEL) team.
  • Liaise closely and regularly with colleagues in the other regional offices to contribute towards overall coherence and coordination of work.
  • Collect quality data for the MEL plan for quarterly and annual indicators.
  • Other activities as required by Regional Director.

 Qualifications

  • A bachelor’s degree in the field of public administration, economics, law, project management, or other relevant fields.
  • At least 9 years of relevant and progressively responsible, including managerial, experience.
  • Experience working and interacting with local authorities, private‐sector partners, representatives of civil society, and other donor agencies.
  • Knowledge of the decentralization reform, regional development, and local self-government.
  • Understanding of the specific set-up, its actors and political environment of the respective Oblast.
  • Outstanding working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office).
  • Fluency in Ukrainian language.
  • Working knowledge in English language preferred.
  • Work experience with USAID or other international organizations is an asset.
