DAI is seeking highly qualified candidates to occupy STTA position of Expert for the Development of the Legislation on Whistleblower Protection position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

1. PROJECT BACKGROUND

The USAID Promoting Integrity in the Public Sector Activity (Pro-Integrity) will concentrate on addressing three narrow development challenges within its manageable interest and influence to overcome corruption risks at the national institutional level, local government level, and related to Ukraine’s recovery and reconstruction. Specifically, these include:

· Anti-Corruption Institutional Challenges: Nascent anti-corruption institutions facing depleted human resources and budget austerity during wartime face challenges guaranteeing adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses.

· Weak Anti-Corruption Controls in Local Government: Weak anti-corruption compliance and control measures in local communities, depleted human resources, and humanitarian emergencies during wartime challenge adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses at the local level.

· Recovery and Reconstruction Corruption Risks: Unresolved corruption risks due to the lack of internal control, non-transparent procedure, and weak civil oversight over key reconstruction processes, including infrastructure restoration, asset management, environmental recovery, create risks for transparent and accountable reconstruction and recovery.

The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.

2. POSITION DESCRIPTION

The Expert for the Development of the Legislation on Whistleblower Protection (Expert) will be responsible for working closely with National Agency on Corruption Prevention for the development of the legislation on whistleblower protection. The Expert will provide support though the whole policy development cycle that will include facilitating the inputs of the stakeholders, conducting public events, conduct analyses of existing research, provide analytical briefs, contribute to the development of the legislation and assist in advocacy for promoting legislative change on whistleblower protection.

3. KEY DUTIES & RESPONSIBILITIES

· Review all relevant documents, policies, and procedures related to whistleblower protection and consult with NACP officials to understand specific goals, challenges, and expectations from the stakeholder engagement.

· Organize stakeholder consultations around the concept of the legislative changes, proposed by NACP that will include separate discussions on the issues of definition of whistleblower, whistleblower protection guarantees, procedures for reporting, mandate of the NACP in the process.

· Lead and moderate discussions during meetings, ensuring balanced participation from all members, keep meetings focused and on schedule, ensuring all agenda items are addressed, and manage conflicts and mediate disputes that may arise during discussions.

· Assist NACP in developing action plan and recommendations for enhancing whistleblower protection.

· Coordinate with other experts engaged in the analytical support of NACP on whistleblower protection.

· Guide and contribute to the formulation of respective legislative framework based on group discussions and research in discussion with the NACP colleagues.

· Provide weekly and monthly updates to the NACP and Pro-Integrity project staff, discuss further plans for implementation of the tasks, and follow up on suggested actions.

· Participate in various policy briefings and provide updates to stakeholders on whistleblower policy development.

· Engage and coordinate advocacy and communication efforts on the legislative draft, including providing guidance to NACP communication department on messaging and products, engage with communication experts if/when needed, contribute to the content of communication products, participate in public events, coordinate the organization of the public events.

· Other tasks as would deem to be necessary to ensure that whistleblowers legislation changes will be approved in the parliament.
