BACKGROUND: The eight-year USAID Democratic Governance East (DG East) Activity aims to strengthen the connection and trust between citizens and their government in eastern and southern Ukraine by promoting an inclusive civic identity and common civic values and addressing the divisive impacts and the consequences of the ongoing full-scale invasion of Ukraine. DG East works to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and to (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East activities are implemented across four regional portfolios and an office in Kyiv.
JOB SUMMARY: The Procurement Manager is responsible for procuring equipment, supplies, and services to support DG East. He/She will be required to ensure compliance with Chemonics policies and procedures, Ukrainian legislation, and US Federal Acquisition Regulation (FAR), Agency for International Development Acquisition Regulation (AIDAR), and other applicable rules and regulations.
REPORTING: This position reports to the Deputy Chief of Party.
PRINCIPLE DUTIES & RESPONSIBILITIES:
The Procurement Manager will provide technical and logistical support and assistance to the DG East during the implementation of DG East through the implementation of the following tasks:
- Respond in a timely manner to procurement requests on equipment, supplies, and services for office operations and technical activities, such as direct distribution of goods and services (DDGS and in-kind grant procurements, in accordance with Chemonics procurement policies and USAID FAR and AIDAR regulations
- Receive and/or initiate procurement action requests (PARs) for technical activities and enter and maintain PAR Tracker
- Coordinate as needed, under the direction of the COP or DCOP and in close collaboration with the Activity Management Unit, with local and regional vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services.
- Prepare RFQ/RFPs;
- Prepare all procurement documents for DDGS, and in-kind grant procurements, including bid evaluation reports, selection and justification memos, notifications to vendors on awards or rejections, purchase orders, contracts, etc.;
- Monitor contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance with terms and conditions.
- Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file.
- Assist with the project’s commodity management tracking system and provide accurate information
- Provide procurement status reports and inventory summaries as requested by project staff.
- Upon receipt of goods and services, draft Inspection Forms for signing and filing;
- Submit procurement packages with Invoices to the finance team for processing payments;
- Maintain the procurement filing system for the procurement files, scan and upload procurement files on SharePoint, label and maintain complete electronic and hard copies of files, and ensure that appropriate documentation is included in each procurement file;
- Travel as required to inspect, confirm delivery, and facilitate disposition of equipment at partner and/or grantee sites.
SUPERVISORY RESPONSIBILITIES: None.
DUTY STATION: This position will be based in Kyiv or another designated location within Ukraine.
REQUIREMENTS: To be eligible, applicants should be citizens of Ukraine residing in Ukraine.
QUALIFICATIONS:
- Undergraduate degree is required.
- Minimum of six years of professional experience in procurement, logistics or relevant field and 1-3 years of supervisory experience.
- Strong management and administrative skills, especially in managing large-scale commodity and service procurements.
- Thorough understanding of USAID procurement regulations, particularly FAR and AIDAR.
- Ability to collaborate with external partners and oversee counterparts and subcontractors or grantees.
- Comfortable working in a multinational, multicultural environment.
- Excellent interpersonal, communication skills, and time management.
- Proficiency in MS Windows applications (word processing, excel, spreadsheets, etc.).
- Fluency in Ukrainian and proficiency in English required.
