 Position Title: National Programme Officer (Labour Mobility & Markets)

Duty Station: Kyiv, Ukraine

Classification: National Officer, Grade NO-C

Type of Appointment: Special Short-term, Nine months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Senior Programme Coordinator (MSD) and, in coordination with the Senior Management Team as well as relevant Units at Headquarters (HQ) and the Regional Office in Vienna, the successful candidate will be responsible for the oversight and coordination of IOM Ukraine’s Labour Mobility & Market Development work, including Technical & Vocational Education Training (TVET) programmes and labour migration, within the Migration, and Sustainable Development, & Livelihoods (MSDL) unit, reinforcing synergies and cooperation with the international community and the Government of Ukraine.

Core Functions / Responsibilities:

  1. Provide direction for MSDL’s labour market work by identifying and pursuing opportunities that strengthen IOM Ukraine’s work pertaining to labour market development and labour migration governance, expanding the Country Office’s work to mainstream migration into labour market development in the context of reconstruction and recovery.
  2. Manage the overall implementation of labour market development activities in a timely manner, being responsible for administrative and technical oversight of the labour market development programming, in line with IOM’s policies and procedures as well as donor requirements
  3. Contribute to fostering collaboration of IOM with International Labour Organization (ILO), United Nations Development Programme (UNDP), and other relevant UN agencies active in labour market programming.
  4. Establish and maintain strong partnerships with Government entities on national, regional (oblast), and local level, with a particular focus on developing the unit’s work and relationship with Ministry of Economy.
  5. Guide and manage resource mobilization efforts for work on labour market development by liaising with donors and external stakeholders, identifying potential new project opportunities and developing, in coordination with PSU, project concepts and proposal.
  6. Keep Country Office staff and external stakeholders abreast on the most recent policies, international standards and best practices related to labour migration, TVET and job matching programmes for IDPs, including topics on labour migration governance, international recruitment, protection of migrant workers, and accessibility of employment services.
  7. Supervise and build capacity of staff working on labour market development activities, as well as consultants, implementing partners and service providers recruited to support and/or undertake specific labour market development activities.
  8. In coordination with ILO, Ministry of Economy, and IOM Ukraine’s Policy & Liaison Unit, support the development of Ukraine’s Economic Immigration Strategy as well as capacity building of relevant government ministries and agencies to effectively govern labour migration channels.
  9. In coordination with the Data & Analytics Unit, the Migration Governance Indicators Unit, and other relevant research units within IOM, design and carry out research initiatives that inform labour market development policy and programming in Ukraine.
  10. Organise and participate in relevant conferences, seminars and meetings, as well as other events, representing IOM and undertaking duty travel as required.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Business Administration, Management, Development Studies, Labour Studies, Migration Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • Bachelor’s degree in Business Administration, Management, Development Studies, Labour Studies, Migration Studies or a related field from an accredited academic institution with seven years of relevant professional experience.

Experience

  • Strong knowledge of migration context in Ukraine;
  • Strong knowledge of labour market dynamics in Ukraine;
  • Experience in donor and government liaising, project management, project and budget monitoring, and reporting;
  • Experience of work with international organizations;
  • Familiarity with laws and policies in Ukraine pertaining to the labour market, vocational training, and migration.

Skills

  • Good knowledge of labour migration, TVET, sustainable development, and related subject areas dealt with by the Organization;
  • Excellent planning, organization and coordination skills;
  • Excellent analytical and communication skills;
  • Proven drafting, writing, and reporting skills, confident user of the Microsoft Office Suite.

Languages

For all applicants, fluency in English and Ukrainian is required (oral and written).
