DAI is seeking highly qualified candidates for the full-time Senior Regional Director position in Kyiv to join USAID Governance and Local Accountability (HOVERLA) Activity’s team.

Project Background

DAI Global is implementing the USAID-funded Governance and Local Administration (HOVERLA), based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.

Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective

Objective 2: More self-reliant subnational governance

Objective 3: Citizens play an increasingly influential role in local governance processes 

Position Overview

The Senior Regional Director will serve as the bridge between the main office in Kyiv and the Regional Team (Regional Offices and Regional Field Representatives). S/he will coordinate the work of the Reginal Teams and will ensure that they serve as HOVERLA “ambassadors” in their respective regions and communities, representing HOVERLA, serving as liaison, nurturing partnerships and maintaining regular contact, communication, and relationships with Local Governments and other stakeholders. The Senior Regional Director will coordinate activities of the Regional Teams and supervise and support the Regional Leads. As part of the senior management team, the Senior Regional Director will assure coherence and comprehensiveness of the HOVERLA activities in targeted areas and the fulfillment of expected activities and results as detailed in annual workplans, while providing advice, input, and overall guidance to the HOVERLA team regarding the specific local needs in HOVERLA partner and friendly communities, pertinence and effectiveness of HOVERLA interventions on the ground, etc.

Objectives and Duties

The Senior Regional Director will be responsible for, but not limited to, the following tasks: 

  • Supervise the work of Regional Team and support appropriate, coordinated approach to technical delivery in all partner regions and communities.
  • Assure continuous and effective collaboration on implementation and monitoring of activities in the region between the Regional Team and Technical, MEL, Grants, Comms and Procurement Teams.
  • Ensure that the Regional Team stays informed about and actively involved in all relevant for HOVERLA happenings and contextual developments in their regions and communities.
  • Ensure that Regional Team serves as HOVERLA “ambassadors” in their respective regions and communities, representing HOVERLA, serving as liaison, nurturing partnerships and maintaining regular contact, communication, and relationships with Local Governments and other stakeholders.
  • As Regional Team representative, actively participate in and contribute to strategic planning program/activity/solutions development, assuring that regional perspectives are appropriately incorporated.
  • Maintain database of all HOVERLA regional activities and support to the partner CTCs and oblasts and deliver corresponding timely, detailed and accurate updates to HOVERLA, USAID and other actors, as appropriate.
  • Assure appropriate coordination by Regional Teams and meaningfulness of field visits by HOVERLA Team, USAID and other US Government actors,
  • Assure appropriate buy-in, motivation, commitment, participation and involvement of local stakeholders in their geographic areas in all HOVERLA activities (direct technical implementation, grants, STTAs, contracts, etc.).
  • Work with MEL and Technical Team to monitor implementation of HOVERLA activities in all Regions, assure that feedback of communities is properly collected and incorporated into planning and implementation of future activities.
  • Work with Comms Team on continuous identification, collection and development of success stories and exemplary practices
  • Assure effective reporting on environmental compliance reporting on procured equipment and construction activities (e.g. keeping records on equipment delivery, ensure that the recipient is compliant with the approved environmental conditions before equipment handover, collect and assure completeness and correctness of documents required for ROC compilations, provide monthly reporting on progress of equipment handover, etc).
  • Assess requests and inquiries originating from the regions and work with Senior Management team to determine the proper course of action for HOVERLA.
  • Support strengthening of cross-objective and cross-functional collaboration and linkages within HOVERLA
  • Other activities as directed by DCOP.

QUALIFICATIONS:

  • A bachelor’s degree and at least 10 years of relevant and progressively responsible, including managerial, experience.
  • Experience working and interacting with local authorities, private‐sector partners, representatives of civil society, and other donor agencies.
  • Fluency in Ukrainian and Russian languages.
  • Fluency in English language preferred.
  • USAID experience is a plus.
