What will you do in this position? The incumbent’s primary task will be provide support to WFP employees on conscription legislation, including interactions with WFP personnel, with local authorities ,the United Nations Country Team (UNCT) and the Resident Coordinator (RC) office ensuring that WFP is aligned with the UN position and that WFP’s issues are raised in UN forum.

It is inflicting untold suffering on civilians, displace families, and disrupt supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?

Facilitation of efficient communication and collaboration with counterparts:

  • Acts as a focal point in communication with external counterparts on personnel-related matters in regard to national military obligations;
  • Attends WFP/UNCT meetings and participates in developing guidelines related to communication with concerned counterparts;
  • Coordinates and supports WFP personnel in interaction with the host government security organizations and/or personnel, including local authorities, military, and police officers, as well as non-governmental organisations and other non-State actors;
  • Establishes appropriate processes and mechanisms within WFP to facilitate collaboration and exchange of information both in and outside WFP particularly with the Governmental and Non-Governmental counterparts, military offices and the Country Office on WFP.

Ensures proper data collection and systematization:

  • Monitors updates of local regulations and legislation of the host country military mobilization and conscription area and prepares summary notes for CO Management and WFP personnel;
  • Develops, fills, and regularly updates the WFP database with information related to the field of assignment and ensures information corresponds to respective rules and regulations.

Provision of advisory services and facilitation knowledge building and management:

  • Identify policy-driven issues; and identify and compile best practices and lessons learned
  • Provide sound contributions to knowledge networks within the UN;
  • Ensures regular and ad-hoc exchange of correspondence with WFP personnel in line with respective rules and regulations meeting established deadlines.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the office and the organization.

Qualification and Experience Required

Education:

Advanced University degree in Law, or First University degree in Law with additional relevant experience and training in private, commercial or public Law. Additional military studies will be an asset.

Experience:

At least five years of relevant postgraduate experience in law and provision of legal services, in the coordination, security operations with the national police, military, UN Security or similar International Organization or other relevant fields is required.

  • Experience in civil-military coordination, in the military forces, or law enforcement is considered an advantage.
  • Previous work experience in dealing with government officials, other UN agencies, non-governmental organizations, military institutions, will be considered as an advantage

Knowledge and Skills:

  • Knowledge of, and ability to apply, legal principles, concepts, procedures and terminology for review, examination and processing of a range of legal documents.
  • Knowledge of various legal research sources, techniques and ability to interpret and apply legislative instruments and draft legal papers.
  • Business acumen.
  • Strong time management skills.
  • Excellent communication and interpersonal skills

Languages:

Fluency in Ukrainian and English (both spoken and written) is required.
