DAI is seeking highly qualified candidates to occupy full-time Inclusion Advisor position in Kyiv HOVERLA project office in Ukraine to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Interested candidates should submit their application through the following portal:

Project Background

DAI Global is implementing the USAID-funded Governance and Local Administration (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.  The Activity has three objectives:

Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective.

Objective 2: More self-reliant subnational governance.

Objective 3: Citizens play an increasingly influential role in local governance processes.

 

 Role purpose

 The Inclusion Advisor plays a pivotal function on the HOVERLA Technical Team, leading and coordinating inclusion/accessibility work across technical areas to assure incorporation of the best models, practices and strategies for inclusion and assuring HOVERLA’s prominence in this sector. This position builds project’s inclusion strategies, policies, and expertise of the program products, activities, and supports project inclusion activities in communities.

 Concretely, Inclusion Advisor leads HOVERLA support to the improvement and alignment of the related national and sub-national legal framework in governance sector with EU; supports development of appropriate, replicable and scalable models for effective incorporation of specific needs of disabled people (including veterans) in the CTC planning, budgeting, service delivery, administrative services, etc.; and assists specialized inclusion-focused civil society organizations  to enhance their ability to advocate and influence local and national policy, practice and services.

 

Reporting

 The Inclusion Advisor will report to the Deputy Chief of Party.

 

Responsibilities & Duties:  

  • Provide technical leadership, advice, support, and contextual information to HOVERLA on a full range of inclusion issues related to local governance and decentralization.
  • Serve as HOVERLA focal point for all inclusion-related activities in communities and at the national level.
  • Spearhead HOVERLA work with local partners on development and adjustment of the relevant legislation and policies in the sphere of inclusion and its alignment with EU standards.
  • Represent HOVERLA in relevant fora, working groups and at relevant external events.
  • Provide insights, comments, and analytical inputs regarding the formulation and approval of relevant national and sub-national policies, legislation, and strategies.
  • Support elaboration of effective, replicable models for development and implementation of inclusion strategies in local governments.
  • Develop, implement, monitor and evaluate inclusion activities that support collaboration and relationship-building between national and sub-national public institutions, private sector entities, civil society organizations (CSOs), and other stakeholders, including underrepresented and vulnerable groups, such as disabled, veterans, youth, etc.
  • Assure effective transfer and institutionalization of knowledge, strategies and solutions in the sphere on inclusion in local governance to CTCs, LG Associations, relevant CSOs, line Ministries, and other relevant institutions.
  • Support inclusion-focused civil society organizations in enhancing their capacity to advocate and influence local and national policy, practice and services.
  • Take active part in preparation and implementation of major HOVERLA events and activities related to inclusion in Ukrainian system of local governance.
  • Support and provide guidance to relevant HOVERLA grants to ensure quality of grants’ design, deliverables and results.
  • Develop and maintain a database of local and international inclusion experts and, as appropriate, engage them in HOVERLA activities as short-term technical consultants.
  • Contribute to the annual workplan, weekly, quarterly, and annual reports, and monitoring and evaluation reports.
  • Collaborate with the monitoring and evaluation team to ensure that inclusion-related results are properly measured and reported.
  • Other duties assigned by the DCOP.

 

Qualifications:  

  • Master’s degree in social sciences, education, public administration, or related field, or bachelor’s degree with equivalent knowledge, applicable experience.
  • At least 15 years of experience in the related area.
  • Knowledge of EU and other international standards, practices on inclusion, equality and equity.
  • A successful track record of implemented projects and policies on inclusion.
  • Experience in advocacy and/or in advising the government agencies in the formulation and implementation of policy in inclusion sphere, regulatory and legal reform Excellent communication skills.
  • Experience preparing well-researched analytical report and policy proposals.
  • Excellent communication and negotiation skills, ability to influence and persuade others, generate enthusiasm and excitement and talent to articulate and convey complex concepts and ideas in simple terms.
  • Experience working with USAID or other international donor-funded programs.
  • Professional-level fluency in Ukrainian and English.
