Duties:

Under the guidance of the Chief of the Regional Cooperative Engagement Office (RCEO), the Program Assistant at the Defense Threat Reduction Agency (DTRA) collaborates with a wide range of senior and national-level officials across law enforcement, military, maritime, transportation, security, academia, and human/animal health sciences, as well as the private sector throughout Ukraine. The aim is to identify, mitigate, and counteract complex Weapons of Mass Destruction (WMD) threats. Furthermore, the incumbent will act as the Regulatory/Legal Assistant, serving as the regulatory subject matter expert (SME) for the Defense Threat Reduction Office (DTRO). This role supports the U.S. Government’s efforts to plan, coordinate, and execute Cooperative Threat Reduction (CTR) projects in Ukraine. Responsibilities also include establishing and maintaining relationships with host government officials, reviewing, analyzing, and translating current legislation and regulations, and producing various legal/regulatory reports. In addition, the Regulatory/Legal Assistant will develop project planning/risk management documents and provide advice to visiting U.S. Government officials and integrating contractors on legal/regulatory matters and procedures. The incumbent ensures that contractors fulfill the objectives of the CTR program. This position may involve limited international travel.

Requirements:

FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2 TO QUALIFY.

Option 1

EXPERIENCE: Three years of experience in one of the fields: legal analysis, public or business administration or project/program management work.

EDUCATION: Bachelor’s degree in one of the following fields: military, law enforcement, international relations, or public policy is required.

Option 2

EXPERIENCE: Five years of experience in one of the fields: legal analysis, public or business administration or project/program management work.

EDUCATION: 2 years of college/university studies in required.

LANGUAGE:

Fluent (writing/speaking/reading) English

Fluent (writing/speaking/reading) Ukrainian

SKILLS AND ABILITIES:

Strong oral and written communication skills, ability to translate/interpret using technical, military, and legal terminology, analytical skills, as well as service-oriented, diplomatic abilities. Computer proficiency in Microsoft Office with emphasis on MS Word and MS Outlook.

DRIVING REQUIREMENT: Should have a valid driving license (category B) to operate official Embassy vehicle**.
