Background
The escalation of the war since February 2022 has caused severe damages to the increasingly fragile social and humanitarian situation in Ukraine.
One of the imminent needs for rehabilitation and recovery in Ukraine is effective and speedy debris removal and disposal with appropriate measures for mine/explosives, hazardous materials and environmental safety. The widespread presence of debris and damaged buildings/infrastructure are also severely impeding the return of residents as well as posing a risk to human health from such hazards are asbestos, hazardous waste and unstable buildings.
The large quantities of debris strewn in streets, open public spaces and on and plots will inhibit the safe return of residents, restart of businesses and public services.
UNDP is implementing demolition and debris management projects combined with hazardous material treatment and mine action initiatives. The goal of UNDP’s work is to enable the rehabilitation and reconstruction of infrastructures to support the resilient recovery of war-affected communities in Ukraine, ensuring safe and sound environment, free from dangerous and hazardous materials.
To this end, UNDP is recruiting a Debris Removal Analyst to ensure the effective and timely implementation of debris removal work in accordance with the guidance of the Debris Removal Specialist and the Head of Debris Management Unit, under overall directionof the Project Manager. The incumbent will also provide advisory support and supervision to ensure the quality and efficiency of demolition and debris management works for relevant projects under Energy and Environment pillar.
Duties and Responsibilities
The services will support activities and projects related to Debris Removal and recycling through providing his/her technical expertise to help plan, overview and supervise the emergency demolition and debris management works in the war-affected areas in Ukraine.
- Coordinate effective project planning and implementation:
- Support selected cities and final beneficiaries (municipalities, other public bodies) to assess the needs , identifying priorities regarding debris removal and management, including building demolition
- Review, check and appraise the engineering design, cost estimates and drawings of social and economic infrastructure facilities which will be prepared by qualified and competitive local engineering companies;
- Ensure adherence to relevant government laws and regulations as well as selected direct administration procedures and verify compliance of debris removal and management
- Ensure control for carrying on construct/renovation of social and economic infrastructure facilities such as road, bridge and transportation system, supply chain, equipment and other production capacity in targeted areas;
- Collaborate with the project team in:
- identifying unit costs and standard costs for typical and concrete activities, and assess cost deviations for all activities.
- a`ssessing any indications of poor/unsatisfactory performance of UNDP’s contractors and/or defective equipment that could cause malfunctioning and promptly inform Debris Removal Specialist, Head of Debris Management Unit and respective Project Managers.
Monitor and report on progress in implementing project activities and achieving the targets set:
- Ensure efficient and effective delivery of the Project activities of debris removal and management:
- Contribute to preparation of work implementation plans, and other related documents for timely commencement and implementation of the activities;
- Contribute to preparation of supporting documents in line with Project objectives and tasks;
- Ensure coordination/partnership with relevant governmental, non-governmental and international organizations, including UN agencies and projects at national level and regional level for mutually reinforcing impact;
- Take measures to prevent and eliminate defects and make propositions on optimization;
- Supervise the site engineers who perform (daily) oversight of UNDP’s Contractor works. Collate the site engineer reports and feedback into daily and weekly works progress report to Debris Removal Specialist, Head of Debris Management Unit and respective Project Managers.
- Provide project monitoring through regular visits to the project sites, reviewing implementation progress against agreed plans and milestones;
- Maintain close liaison with regional and local project partners, ensuring optimum participation and promoting ownership of authorities in the implementation of the Project;
- Ensure handover of the completed works to the relevant authorities.
- Participate in relevant meetings and share information with partners and UN agencies.
- Contribute to preparation and implementation of the Project communications strategy and plan;
- Support with preperation of project reports, including progress and annual reports, as well as ad-hoc technical reports;
- Review norms, certification and other requirements (esp., environmental safety and energy efficiency) and provide technical advice in case selected projects require permissions and construction certificates, other permitting documentation, as required;
- Ensure preparation of necessary technical documentation;
Build partnerships and open channels of communication:
- Contribute to the preparation of manuals and instructions/procedures documents for rayon-, city- and/or oblast authorities to follow;
- Provide advisory support to final beneficiaries and assess adequacy of operations;
- Support to local communities for the preparation of related documentation, and collaborate with local authorities in view of projects’ implementation for debris removal and management.
- Contribute to preparation of operational and management guidelines for implementation of supported projects including site works reporting on debris removal and management
- Liaise with respective governmental organizations to ensure the component activities are implemented in a timely and efficient manner;
- Ensure mainstreaming of gender equality considerations in the field of expertise, promotion of a safe and enabling environment free of any kind of discrimination and abusive behaviour, and gender-responsive communications based on corporate principles;

- Advanced university degree (Master’s degree or equivalent) in Civil Engineering, Engineering, Architecture, Construction or related field is required. or
- A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s degree.
- Up to 2 years (with Master’s degree) or minimum 2 years (with Bachelor’s degree) of relevant experience at the national or international level in designing and/or managing civil engineering projects, reconstruction/construction of economic and social infrastructures or in other related fields.
Required skills:
- Experience and excellent knowledge of regulations and requirements in the field of construction,
- demolition and debris management.
- Experience and sound knowledge of civil engineering and modern construction technology;
- Proven experience and excellent knowledge of technical specifications and performance schedules of construction and installation works;
- Experience and knowledge of procedures for quality control procedures.
- Familiarity with national legislation in the area of construction, norms and standards of construction works, including critical infrastructures.
- Excellent usage of computers and office software packages, including engineering design software.
- Experience in the field of technical supervision with valid certification will be considered an advantage.
- Experience of working with relevant stakeholders from the governmental and non-governmental institutions involved into recovery and IDPs as well as economic and social development issues at the national and sub-national levels will be a strong advantage.
- Experience in the field of procurement of civil works and services will be considered an advantage.
- Experience of working or liaising with UNDP and familiarity with its bidding procedures will be considered an asset.
- Fluency in English is required.
- Fluency in Ukrainian is required for local personnel.
