IREX is seeking a qualified Senior Program Specialist for its Veteran Rehabilitation and Reintegration program in Ukraine. The program operates to strengthen and expand the network of veteran-focused Ukrainian NGOs, build their organizational capacity at the regional and community levels, and provides subgrants to local organizations for activities that benefit Ukrainian veterans. The Senior Program Specialist will work hand-in-hand and under the supervision of the Program Manager and the IREX Ukraine Project Director. He/she will work closely with veteran-focused Ukrainian NGOs, other local and regional partners, as well as the governmental partners, including the Ministry of Veteran Affairs of Ukraine. The position is based in Kyiv with some travel to target regions within the country

Your Background & Skills
- A minimum of 5 years of relevant experience working on veteran reintegration or veteran support projects, and excellent understanding of veteran support systems in Ukraine;
- Bachelor’s degree of relevant field;
- Successful record of supervising, designing, managing, and implementing projects, with strong preference for past veteran reintegration, and project management experience;
- Demonstrated success in maintaining excellent cooperation with local partner organizations, and the ability to establish productive relationships with government officials at national and local levels;
- Knowledge of and experience with programs funded by the U.S. Government;
- Proficiency with Microsoft Office (Outlook, Word, PowerPoint, and Excel);
- Ability to handle multiple priorities and complete tasks/projects in accordance with stated deadlines;
- High attention to detail;
- Positive attitude and willingness to support and assist colleagues;
- Excellent communication skills in English and Ukrainian languages;
- Outstanding interpersonal and organizational skills;
- Must demonstrate valid proof of unrestricted work authorization in Ukraine.
Your Daily Tasks
- Maintains effective collaborations with key local partners, such as program subgrantees, and other local, regional, and national government institutions and NGOs;
- Helps strengthen and expand the network of veteran-focused Ukrainian NGOs;
- Negotiates with key local partners on program implementation;
- Evaluates proposals from potential subgrantees and working hand-in-hand with the selected few to finalize their envisioned subgrant activities;
- Acts as a liaison between IREX and subgrantees, addressing inquiries and facilitating clear communication;
- Provides training and workshops for subgrantees on grant management, reporting requirements, and other capacity building topics;
- Supports the management of a subset of project activities as assigned by the leadership team;
- Supports the coordination of project activities across the team, ensuring that tasks are completed on time and aligned with project objectives.
- Supports and evaluating the performance of consultants, ensuring they meet project goals and provide deliverables as outlined in their contracts;
- Acts as the primary point of contact for consultants, addressing any issues or concerns and facilitating effective communication between consultants and project teams;
- Assists in communication between other program partners, experts, trainers, as needed;
- Contributs to drafting program-related documents, reports, and success stories;
- Performs other duties as assigned.
