Position Summary
Momentum Wheels for Humanity (MWH) seeks a Procurement Officer for the five-year USAID Rehabilitation for Ukraine (Rehab4U) Activity. The Procurement Officer will support operational and logistics functions in Ukraine; facilitate project procurements and ensure appropriate filing of procurement documentation; and document and report on logistics and procurement activities.

Expected Duties and Responsibilities
The Procurement Officer will have the following responsibilities:
- Prepare vendor contracts, purchase orders, and other documentation as needed. Send vendor contracts and purchase orders to the Operations Manager for review
- Source and procure needed project goods, supplies, and services in line with donor rules and regulations and MWH policies and procedures
- Support project contract management and appropriate vendor contracting for Rehab4U project
- Liaise with program management and technical team on facility management issues
- Review procurement documentation (including procurement requisition forms, bid comparison forms, procurement checklists, and goods/services received notes). Check that documentation is completed correctly and work with the assistant to revise as needed. Send documentation to the Operations Manager for review.
- Provide support for the maintenance of office facilities, utilities, and other office vendor contracts under the direction of the Operations Manager
- Review vendor agreement list and update agreements for ongoing service contracts
- Support project file audits for operational documents as requested
- Contribute to operational policies and procedures development as requested
- Align on procurements for the upcoming month with the Operations Manager, define priorities, and develop an execution plan
- Prepare procurement documentation for assigned program activity procurements, including venue, catering, vehicle, and other procurements
- Prepare agreement modifications for ongoing service contracts as needed
- Conduct market surveys for new goods and service contracts with project vendors as relevant
- Properly complete, maintain, and file all purchase requisitions, quotations, purchase orders, donation letters, and other relevant procurement documents associated with MWH activities
- Ensure all procurements are fully documented through a well-organized filing system and in compliance with MWH’s SOPs and Ukrainian government requirements
- Provide other procurement support for MWH activities as needed
- Produce and submit logistics and analytical reports, as requested by the country team and HQ
- Prepare monthly invoice report that highlights significant accomplishments of duties during the reporting period, issues encountered, and proposed recommendations to address identified issues
- Provide information/responses to ad hoc reporting requests from donors or HQ as needed
Minimum Qualifications
- Bachelor’s degree in a relevant field, including office administration, logistics management, or related field
- At least five years of relevant work experience, preferably within the Ukrainian health or logistics, procurement, and warehouse management sector
- At least three years of working experience in logistics, supply chain management, and/or warehouse coordination
- Professional experience working with an international humanitarian and/or development organization
- Familiarity with USAID and/or other donor regulations for procurement, stocking, and donation of goods and supplies
- Familiarity with Ukrainian regulations and requirements related to the donation, stocking of goods and supplies
- Detail-oriented with good organization and prioritization skills
- Demonstrate analytical and administrative skills, as well as resourcefulness and initiative
- Excellent computer skills with proficiency in Microsoft Office and Outlook, and knowledge management platforms such as DropBox or Box
- Written and spoken fluency in Ukrainian
- Excellent written and spoken fluency in English
Preferred Qualifications
- Procurement and logistics experience in the rehabilitation and assistive technology sector
- Experience managing procurement and logistics in emergency settings, including staff supervision
- Experience with warehouse management and international cross-border procurement in Ukraine
