Water Governance Manager

Background

USAID Harvest Activity complements Ukraine-U.S. efforts to support Ukraine’s grain and oilseed sector by strengthening the related market system to increase grain and oilseed productivity, restore and expand the sector’s global market share, and restore profitability. To achieve this objective, the Harvest Activity anticipates engaging a range of capable Ukrainian organizations. 

Position Description:

The Water Governance Manager will work to strengthen water governance mechanisms, specifically through expanding the number of registered WUOs across the country, building the capacity of newly-created WUOs to receive ownership of and manage and improve irrigation infrastructure, and building the capacity of the nascent Association of WUOs to act as an advocacy and capacity building service provider to WUOs.

Responsibilities:

The responsibilities include, but are not limited to, the following:

  • Identify best international and Ukrainian practices in the area of water governance.
  • Identify and design tools/training modules for capacity building interventions of the newly-created Association of WUOs. This includes assistance in establishing their ability to advocate for WUOs at the regional and national levels, as well as developing their ability to provide needed trainings and other services to its members.
  • Strengthen the Association to promote the creation/registration of new WUOs, assist in the creation/registration of new WUOs, and assist newly registered WUOs in the transfer of assets process with the government.
  • Identify and design tools/training modules for capacity building interventions for WUOs with the objective of 1) strengthening governance and operational structure and systems to effectively and transparently manage water resources sustainably for the benefit of its members, 2) ensuring their ability to manage the ongoing maintenance, improvement and expansion of their irrigation infrastructure, 3) developing essential services for WUO members that build the resilience and sustainability of the WUO.
  • Collaborate constructively with USAID AGRO and other donor programs and map water governance support in this space.
  • Design, review, and evaluate RFA applications for WUO-related grant activities; co-create RFA grant activities.
  • In collaboration with Harvest’s Enabling Environment Manager, identify legal and regulatory policy gaps related to the aforementioned support to strengthen the above-mentioned Association of WUOs and individual WUOs.
  • Integrate GESI through 1) addressing issues pertaining to underrepresented and underservedgroups, e.g., veterans, IDPs, and women; and 2) a design process for specific interventions related to GESI in this program area.
  • Ensure that these activities are well coordinated with the rest of the market systems support team, the irrigation team, and communications staff to ensure cohesive program implementation and impact.
  • Contribute to work plans, reports, budgets, and similar materials as required and scheduled.
  • Contribute to project deliverables like bi-weekly AGRI updates, quarterly, annual reports, annual work plans, and relevant project communications materials.
  • Participate as directed in collection and analysis of Monitoring and Evaluation (MEL) data.
  • Participate in regular activity Collaboration, Learning and Adapting (CLA) discussions.
  • Other duties and tasks as assigned.  

Qualifications

  • Bachelor’s degree or equivalent.
  • Minimum five years of relevant experience in the sphere of governance and civil society.
  • Experience in the communications sphere.
  • Proven experience with activity design and the development and management of projects, preferably with civil society organizations and associations.
  • Experience of capacity building of nascent organizations.
  • Experience of business process improvement.
  • Demonstrated experience engaging with government at all levels.
  • At least three years of supervisory experience, preferably with culturally and geographically diverse staff, including remote management experience.
  • Ability to work in a multinational, multicultural environment.
  • Native speaker of Ukrainian, English sufficient for professional purposes and to understand written communications related to the work.

Job Location

This position is based in Kyiv, Ukraine, with travel required throughout permissive areas in the country.

Salary   

Negotiable based on experience and qualifications
