Since the escalation of the war in February 2022, Ukraine has been facing unprecedented threats to human security— thousands of women, men, and children have lost their lives or health, life-line infrastructure has been destroyed, and millions of people have been forced to leave their homes. The war’s negative impacts on human dignity continue to accumulate.
To overcome the challenges, UNDP is providing comprehensive support to the Ukrainian population and government through various projects. The primary objective of these projects is to facilitate transformational recovery from the widespread death, destruction, displacement, and suffering caused by the war. Additionally, they aim to promote human security in Ukraine by undertaking immediate, coordinated actions against the multidimensional threats the country is currently facing. The projects focus on several thematic areas, including: (1) EO and war-victim assistance; (2) rehabilitation; (3) disability inclusion; (4) support for the employability of persons with disabilities and veterans; and (5) the barrier-free agenda.
UNDP’s activities aim to minimize the impact on war-affected populations by improving livelihoods and ensuring access to health, rehabilitation, social, psychological and other services, as well as to employment.
The above-mentioned activities are being implemented by the Rehabilitation and Disability Inclusion (R&DI) Team of the UNDP Democratic Governance portfolio. In this context, as part of R&DI team, UNDP seeks a professional to fill in the post of Monitoring and Evaluation Analyst to support monitoring, reporting, evaluation and results-based management processes. The Monitoring and Evaluation Analyst will collaborate with operations, programme and project staff in the Country Officer (CO) to exchange information and ensure consistent services delivery.
The incumbent will also promote UNDP’s mandate as a gender-responsive organization with zero tolerance for discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.
Assume responsibility for all monitoring and evaluation activities within the Project, including serving as the focal point for external monitoring and evaluation exercises:
- Support the continuous monitoring, review and evaluation of project activities. Periodic monitoring field visits are envisaged under the Position.
- Monitor the impact of the project activities; Prepare periodic M&E reports capturing qualitative and quantitative aspects, according to the annual work plans and log frame of the projects;
- Prepare the monitoring and evaluation plan in consistency with M&E Framework; Liaise with external monitoring and evaluation teams as envisaged by the project document and implementation plan.
- Use the principles of gender-responsive monitoring and evaluation in line with the UNDP corporate standard.
Lead the collection and use of data:
- Support the projects team in developing and propose a suitable methods for data collection which include, but are not limited to, surveys, focus groups and qualitative methods aimed at ensuring the participation and representation of the Project’s target groups;
- Support data collection activities at the field level, identify the needs for data collection and develop TORs when outsourcing of such services is necessary.
Contribute to the projects report and on-demand pieces related to the thematic progress of the Project:
- Contribute to the preparation and formulation of the projects documents required for the implementation of the Project, including project descriptions, work plans, etc;
- Support the Project team in the preparation of periodic reports as required by the donor or ad-hoc reports and thematic publications;
- Collaborate with Communications team in ensuring communication and visibility of the Project.
- Assist in the preparation of Annual Work Plans through the result-based approach with indicators and targets at output and activity levels;
- Coordinate and compile on-demand analytical pieces and reports.
Support the data entry and processing system. Track performance indicators, and identify implementation patterns, setbacks and successful practices.
Provide operational support in the implementation of the capacity development process:
- Ensure quality assessment of the products produced by the project’s external consultants;
- Ensure coherence and synergies of the projects’ interventions with other donors’ and Ukrainian institutions’ initiatives in the field;
Elaborate necessary documentation to operationalize and steer programmatic initiatives and activities:
- Draft analytical documents, such as concept notes, briefs, fundraising considerations;
- Design TORs and supervise the work of sociological contractors and consultants hired to design polling or other relevant instruments.
Support information sharing and knowledge management elements within the projects’ activities conducted:
- Coordinate sociological research and analysis, assessment and evaluations on the issues of digitalization, process data, elaborate necessary documentation (concept notes, brief) to operationalize and steer projects initiatives and activities;
- Contribute to development, production and sharing of thematic knowledge products such as manuals, handbooks, video lessons, guidance, brochures, leaflets etc.;
- Participate in projects activities (meetings, round tables, conferences, other public activities); contribute to preparation, implementation and follow-up, take meeting minutes etc.;
- Ensure mainstreaming of gender equality considerations through all capacity development work, promotion of a safe and enabling environment free of any kind of discrimination and abusive behaviour, and gender-responsive communications based on corporate principles;
- Perform other duties as assigned by supervisor, and UNDP management.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Monitoring and Evaluation Analyst will work under the direct supervision of the Project Manager.

Required Skills and Experience
Education:
- Advanced university degree (Master’s degree or equivalent) in political science, public administration, statistics, international relations, social sciences or related discipline is required;
- A first-level university degree (Bachelor’s degree) in combination with additional two years of qualifying experience will be given due consideration in lieu of a Master´s degree.
Experience:
- Relevant work experience in capacity building of public institutions, at the national and/or international level, would be an asset; Alternatively, if in possession of Bachelor’s degree, minimum 2 years of such relevant experience is required.
Required skills:
- Excellent knowledge of MS Office applications. Knowledge of database management software.
Desired skills in addition to the competencies covered in the Competencies section:
- Experience in developing and administering monitoring and evaluation (M&E) systems for development projects or public institutions will be an asset;
- Experience in working with governmental structures, international agencies, and civil society organizations in the domain of digitalization, needs assessment or public policy analysis/research will be an asset;
- Experience in data collection through qualitative and quantitative methods, specifically via online instruments for gathering and analyzing data will be an asset.
Required languages:
- Fluency in English is required.
- Fluency in Ukrainian is required for local personnel.
